Job Summary:  The Program Liaison Officer will be instrumental in coordinating all WaterAid Uganda programmes planning and reporting aspects in the Country Director’s Office. Your role will revolve around tracking and coordinating all annual programme and donor reports, extracting key and relevant information for the Country Director’s attention. You will facilitate effective communication and coordination from the Country Director’s office to Senior Management Teams, staff and stakeholders.

 

You will provide high-level administrative, and programme support while managing confidentiality to the CD office. This will include following up on various commitments, ensure continuity of engagements, and respond to opportunities.

 

Key Duties and Responsibilities:

Program Management/Coordination

  • Ensure that the Country Director has access to high-quality and timely analytical insights and advice for enabling evidence based strategic and programmatic decision-making.
  • In collaboration with the senior management and MEAL teams, ensure timely submission and compliance to donor and Country programme reports to the CD office for review and sign off.
  • Responsible for drafting monthly CD communique to staff.
  • Ensure and cement linkages within and across all WaterAid Uganda programmes and projects. Support in keeping track of evaluation, risk management and audit processes. This includes following up on assignments across the departments.
  • Steer the Country Director’s office in programming policies, approaches and tools, ensuring consistent and context specific application of programming guidance across WaterAid Uganda.
  • Ensure timely occurrence and follow up of Country Programme risk assessments and development of risk registers. Track and report on implementation of risk mitigation plans.
  • Manage correspondence between donors, partners, other stakeholders and the Country Director ensuring that good public relations are maintained.

Executive Coordination

  • Manage Country Director office relationships with partner organizations, government agencies and other stakeholders involved in delivery of WaterAid Uganda’s strategy. This includes building and maintaining effective partnerships, facilitating regular communication, and coordinating joint activities to achieve shared goals.
  • Ensure that all delegated tasks and correspondences from the Country Director are dealt with promptly and effectively, and that the Country Director is kept updated on all relevant information.
  • Maintain up to-date CP calendar and reporting timelines. This will also involve maintaining the Country Director’s diary and itinerary to facilitate his/her work plan and to avoid overlapping of tasks/events. Coordinate meetings for the Country Director and be the secretary to the SMT meetings.
  • Create and manage the Country Director’s Office Master Calendar: annual planning, partner engagements, among other duties. Coordinate any external events or conferences as requested by the Country Director.
  • Coordinate documentation to the Country Director’s office requiring approval. Maintain files related to the SMT and governance issues in conjunction with the Head People and Organizational Development, Director of Finance.
  • Ensure strict confidentiality and prudence in all communications accessed through the email account of the Country Director and other channels and decisions
  • Provides high-level logistical and administrative support to the CD including travel arrangement, maintain electronic and hard files/documents for the CD, process invoices, cash advance requests, and expense reports for the office of CD.
  • Create business process and accompanying documentation plan to ensure all critical Country Director’s Office records, including SMT meetings, audits, financial reports, risk registers, and country registrations are current and active.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Business Administration, Law, Social, Programme Management, Communications, Development Studies, Political Science or other relevant academic field.
  • Five years of prior experience in supporting a senior executive or team
  • Competency in WaterAid common approaches to work including partnerships, convening, inclusion, systems strengthening, creating behavioral change, and mainstreaming gender and inclusion of youth.
  • Excellent computer skills, including the Microsoft Office Suite (Outlook, Word, PowerPoint, and Excel)
  • Exceptional writing, editing, and proofreading skills
  • Strong communication skills – excellent verbal and written communication skills, the ability to convey messages with tact and diplomacy, and the finesse to handle difficult conversations.
  • Skills to draft emails, answer phone calls, and respond to inquiries promptly
  • Organizational and time management skills and the ability to plan ahead, anticipate problems and the tenacity to tackle any obstacles that come your way.
  • Ability to multitask and juggle multiple projects and tasks simultaneously, often with competing deadlines.
  • Attention to detail no matter how small and a methodical approach to your work.
  • Strong problem-solving skills to tackle any obstacles that come your way and find creative solutions to complex problems.
  • Trustworthiness, Ethical Conduct, and Strict Confidentiality with sensitive information to demonstrate high integrity
  • Highly innovative, motivated, and energetic individual who will be able to solve challenges, communicate effectively and bring others along.
  • Must be results orientated, ability to heavy workload
