About US:

Uganda Bureau of Statistics (UBOS) is a semi-autonomous agency of Government responsible for maintenance, coordination, supervising and monitoring of the National Statistical System to ensure the collection, analysis and dissemination of standardised statistical information. The Bureau is also mandated as the principal official statistics producing agency in the country.

 

Key Duties and Responsibilities:

  • Identify new approaches and solutions to business issues identified through analysis of processes, including development and justification of the business cases
  • Conduct feasibility studies, risk assessment and prepare the business cases for any proposed business solutions
  • Collect and analyze user and business departments’ requirements for automation of business processes and development business applications, including documenting new or re-engineered processes and procedures.
  • Develop high-level project and/or product requirements, including impact analysis to assess the potential implications of changes and document business rules, functions and requirements.
  • Develop detailed functional and non-functional requirements, define scope and identify business and system architectural models to ensure a balance of fit for purpose and optimization of overall costs.
  • Provide functional and process expertise to application developers, through the development process to ensure achievement of business objectives.
  • Develop specifications, scopes of work and terms of reference for out sourced software applications, and coordinate and supervise their testing and implementation in line with agreed contractual obligations and industry best practices.
  • Ensure that applications and databases are well documented in line with standard software documentation including but not limited to requirements, analysis, design and modelling, source code documentation, user manuals and technical manuals
  • Communicate and negotiate with all relevant stakeholders to support the Business process design, transition and implementation by leading and taking ownership of assigned business analysis tasks and ensuring their completion to quality requirements and to schedule.
  • Maintain professional documentation and provide periodic performance reports
  • Coordinate the development of the department’s annual budget, workplan, procurement plan.




Qualifications, Skills and Experience:

  • The applicant should preferably hold a Master’s degree in Computer Science, IT or related software engineering field.
  • A Post Graduate Diploma in relevant field is an added advantage.
  • An honors degree in Statistics, Computer Science, IT or related software engineering field
  • Work experience as a Senior Web Programmer or Developer , and systems Analysis
  • Expertise in at least one programming language, like Javascript, Ruby or PHP
  • Solid knowledge of HTML/CSS
  • Experience with mockup and UI prototyping tools
  • Knowledge of Object Oriented Programming and web application development
  • Expertise in key digital principles in a sensitive and complex environment.
  • Understanding of security practices
  • Familiarity with network diagnostics tools
  • Knowledge of IT & information governance, standards and procedures
