The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere College of Health Sciences).

 

Job Summary:  The Social Economic Strengthening Officer serves as the site-level lead on all DREAMS AGYW livelihoods sector activities, ensuring that social and economic empowerment activities are conducted as planned, present real and sustainable opportunities to AGYW, and retain links to local and regional markets in a bid to increase sustainability and scalability of DREAMS social and economic activities, particularly business development and promotion.

 

Key Duties and Responsibilities:

  • Spearhead the scale up and roll out of SES evidence-based models to enhance the Socioeconomic outcomes for AGYW.
  • Ensure that the program makes optimal use of economic development models and frameworks, particularly WINGS plus to support AGYW improve their incomes and overall well-being.
  • Capture and document beneficiary SES success stories to inform stakeholder and parade program impact.
  • Ensure all AGYW eligible for SES complete all packages (with fidelity) as per the DREAMS Layering guidance
  • Carry out capacity building initiatives on Market assessment, Business Planning, Business coaching skills development.
  • Assess, supervise and monitor artisans and SES community facilitators in the delivery of SES activities.
  • Collaborate with the program officer in the development of standards, protocols, manuals, tools related to the Economic Empowerment.
  • Oversee the processes by which AGYW groups develop viable business, savings, and expenses plans.
  • Lead at the district level the development and implementation of livelihoods assessments, rapid surveys, and provide insight on opportunities for livelihoods promotion which reflect local capacities, resources, and aspirations of beneficiaries.
  • Ensure, in consultation with community-level leadership (local government), that SES activities slated for implementation are culturally relevant, effective, and reflective of community-level planning for SES promotion.
  • Develop effective work and procurement plan for the SES, ensuring hitting of targets and deadlines.
  • Ensure establishment and maintenance of relationships with communities, village councils, and local government in target operation areas.
  • Contribute to the design and consistent use of tools to detect and address unintended effects of SES activities on AGYW’s wellbeing.
  • Coordinate and work closely with the program officers to ensure an integrated approach to program implementation.
  • Participate in the identification, assessment, and development of partnership strategies for the potential private sector, civil society, and government partners.
  • Establish and maintain productive working relationships with City and District local government officials and line departments, soliciting their participation in all activities where appropriate.
  • Aid and practically facilitate AGYW with the necessary information and knowledge to benefit from government social economic empowerment programs.
  • Design and implement strategies to ensure AGYW maximize and benefit from the group and individual start up kit.
  • Enforce AGYW linkage to IGA support, micro finance and credit services.
  • Produce written reports on the program capturing impacts related to all activities.





Qualifications, Skills and Experience:

  • The ideal candidate must possess a Bachelors’ Degree in Agriculture, Agricultural Economics, Natural Resource Management, Social Sciences, or related fields from a recognized institution.
  • At least two years of experience working on under large complete DREAMS /OVC programs preferably PEPFAR/USAID, with strong economic strengthening experience.
  • Experience in collaborating with key local government officials.
  • The holder of this position shall at a minimum have the experience in working with vulnerable young people in economic strengthening initiatives, in areas such as small-scale crop and livestock production, value-chain development, business development, entrepreneurship, financial services
  • Experience to HIV/GBV prevention and layered programming.
  • Demonstrated passion for learning and problem solving
  • Demonstrated capacity to coordinate service delivery and work as part of a complex and integrated team
  • Relevant experience in documentation, reporting and records management is a requirement.
  • Riding skills with a valid riding license is a strong added advantage
  • Excellent writing skills, Good communication skills and ability to communicate in the local language
