About GAVI Program:

The GAVI CSO Fund Management Program is a 3-year, large scale and complex fund management program  which operates in up to 40 LMIC countries and runs until 2026.  The Program supports funds distribution and capacity strengthening for local CSOs and partners aiming to increase vaccination coverage across the countries where the project is being implemented.

 

Job Summary:   Reporting to the MSH Portfolio Program Manager, the Regional Coordinator will be responsible for leadership and oversight of the GAVI CSO Fund Management Program’s activities in West Africa, supporting the end-to-end process of grant recommendation and delivery.

 

The Regional Coordinator has a wide range of responsibilities including setting standards; shaping and implementing project technical strategies, activities, and deliverables; contributing to capacity strengthening for local organizations; sharing responsibility for funding recommendations; engaging with stakeholders; and seeking to ensure that program grants achieve maximum value for money. Manages the Regional Hub, including a team of country coordinators in the region. A key part of the role includes the coordination of capacity strengthening support from project staff and consultants, alongside the Capacity Building Coordinator, for local partners that are the recipient of funds through the grant mechanism. The Coordinator will also be responsible for supervision of MSH Country Coordinator staff and for close coordination with Mott McDonald, the Prime Implementer of the project, to ensure that MSH activities and support is in line with global project objectives, approaches, strategies, and plans.

 

Key Duties and Responsibilities:

Leading the end-to-end grant management process for the GAVI CSO Fund Management Program’s at the regional level, including:

  • Making recommendations for country selection for grant-making
  • Being the primary point-of-contact of, and coordinating with, governments and grantees
  • Coordinating, supporting and participating in development of country grantmaking strategies
  • Coordinating the drafting of Terms of reference for grants
  • Reviewing grant applications and making recommendations for grant approval
  • Reviewing and approving quarterly financial and technical reports from grantees
  • Undertaking periodic on-site inspections of grantees and grant-supported sites.
  • Coordinating Country Reviews

Managing the Regional Hub team:

  • Ensuring appropriate mix of skills for country visits, including sourcing consultants
  • Ensuring appropriate requests for support from the Core Technical Team
  • Providing problem solving advice and addressing challenges to grant delivery
  • Ensuring grant execution to the highest technical standards

Management of the Regional Hub:

  • Ensuring compliance with systems and processes to ensure appropriate use of Mott MacDonald’s Business Management Systems (BMS) and MSH’s systems to deliver the Regional Hub’s activities;
  • Ensuring planning processes, project work plans, budgets and action plans are completed and monitored for the region;
  • Ensuring periodic financial, operational, and technical reporting (weekly, monthly, and quarterly) to the Mott Program Management Team is completed in a timely manner.
  • Ensuring completion of deliverables on time to agreed standards.

Technical Implementation:

  • Contribute to the development of a project wide approach, strategy, and tools for capacity strengthening for local partners;
  • Collaborate closely with the Capacity Building Coordinator in the planning and design of capacity strengthening assessments, plans, and other interventions for partners supported across the region;
  • Contribute to the collection, analysis, and reporting of capacity strengthening data for project monitoring, evaluation, learning, and thought leadership initiatives; and
  • Support the engagement of regional level capacity strengthening consultants, as needed, for activity implementation.

MSH Coordination:

  • Supervise and manage the performance of MSH Country Coordinators in accordance with MSH’s Human Resources policies and procedures.
  • Contribute to the development of reports, workplans, and budgets for MSH’s role on the GAVI CSO Fund Management Program, in collaboration with the MSH Portfolio Manager.
  • Represent MSH in GAVI CSO Fund Management Program team meetings and activities, as required.
  • This list is not exhaustive, and we would expect our Regional Coordinator to be both innovative and strategic in suggesting and implementing new methods to achieve the outcomes and impact desired by our client and needed by the people the project aims to serve.





Qualifications, Skills and Experience:

  • At least seven years’ experience working in a similar role of technical oversight and project management/ coordination for projects in low- and middle-income settings.
  • Experience working on GAVI funded programs (advantageous)

Experience in the following areas:

  • Providing oversight for project technical delivery including:
  • the development of clear project terms of reference and ensuring activities are well defined for effective outcomes.
  • the implementation of quality assurance activities and outputs, providing constructive feedback to ensure strategic focus is maintained and agreed objectives delivered.
  • sourcing, selecting and managing technical assistance as required to support effective project delivery.
  • Working with multiple stakeholders including effective client engagement.
  • Monitoring and evaluating programs and developing client reports.
  • Coordinating and consolidating inputs from multiple stakeholders.
  • Planning and delivering public health programs/ projects.
  • Designing and/or delivering capacity strengthening programmes in development
  • Managing, supporting and evaluating the delivery of education/ professional development activities that seek to strengthen skills in low- to middle-income countries.
  • Grants management and managing calls for funding and reviewing applications
  • Negotiating with and advocating for multiple stakeholders.
  • Excellent communication, interpersonal and teamwork skills.
  • Have an ability to multi-task and maintain a critical overview of interrelated tasks, projects and issues, ensuring delivery according to targets and timelines.
  • Be able to provide constructive and timely feedback in a diplomatic way to improve the quality of outputs.
  • Work collaboratively: communicating, building relationships and influencing effectively with colleagues, clients and stakeholders.
  • Have strong problem-solving skills and the ability to analyse problems and select remedies and opportunities.
  • Fluency in English (written and oral), and French language skills are strongly preferred
