Hofokam Ltd is one of the largest Micro Finance Institutions operating in western Uganda with its Head Office based at Fort Portal. Its Vision is “to be the preferred partner of Microfinance households in Uganda”. Its mission is, “to provide satisfactory microfinance services to households in Western Uganda to enable them realize their socio-economic goals.”

 

Job Summary:  Under direct supervision of the Managing Director, the Head of Business Technology performs both the ICT strategic and operational roles and in particular;

  • Leads the development and provision of Information Technology (IT) systems and business applications that support Hofokam Operations.
  • Works with the Senior Management Team (SMT) to develop IT strategic and operational plans
  • Leads and manages the internal IT team.
  • Ensures that appropriate and efficient computing services are provided for the daily business operations.

 

Key Duties and Responsibilities:

Aside from being asked to perform other official functions as required he/she shall perform the following duties and responsibilities:

Strategic Domain

  • On annual basis revise the departmental IT strategic plan to reflect new business and technological challenges.
  • On annual basis, review the information architecture such that the IT infrastructure is agile in responding to requirements, to provide reliable and consistent information and to seamlessly integrate applications into new business processes.
  • On annual basis, update the technological infrastructure plan and an architecture board that sets and manages clear and realistic expectations of what technology can offer in terms of products, services and delivery mechanisms.
  • On annual basis, set the departmental budget and on daily basis manage this budget in efficient and transparent manner.
  • On need basis, provide accurate, understandable and approved policies, procedures, guidelines and other documentation to stakeholders, embedded in an IT control.
  • Help in hiring and training, motivating, assigning roles that correspond with skills, establishing a defined review process, creating position descriptions and ensuring awareness of dependency on individuals for all departmental staff.
  • On annual basis develop/review the IT risk management framework that is integrated in business and operational risk management frameworks, risk assessment, risk mitigation and communication of residual risk to key stakeholders.
  • On all Hofokam IT projects, ensure that delivery of project results are within agreed-upon time frames, budget and quality.

Operational Domain

  • On daily basis ensure that there is continuous IT services (on 24/7 basis) by developing, maintaining and testing IT continuity plans, utilizing offsite backup storage and providing periodic continuity plan training.
  • On daily basis ensure that there is integrity of information and protection of IT assets through an effective security management process which should entail establishing and maintaining IT security roles and responsibilities, policies, standards, and procedures.
  • On daily basis, ensure that the Hofokam IT physical infrastructure is in good health and any performance issues quickly resolved with minimal down time.
  • On daily basis ensure timely and effective response to IT user queries and problems through a well-designed and well-executed service desk and incident management process and in particular setting up a service desk function with registration, incident escalation, trend and root cause analysis, and resolution.
  • Ensure that all changes including emergency maintenance and patches, relating to infrastructure and applications within the production environment are formally managed in a controlled manner.
  • Continuously identifying IT service requirements, agreeing on service levels with the vendors and monitoring the achievement of service levels as contained in the service level agreement.
  • On need basis, ensure that IT services provided by third parties (suppliers, vendors and partners) meet business requirements through effective third-party management process.
  • On quarterly basis, manage performance and capacity of IT resources (departmental staff, IT equipment) by periodically reviewing current performance and capacity of IT resources.
  • For both existing and new IT systems, ensure the integrity of hardware and software configurations by establishing and maintenance of an accurate and complete configuration repository
  • On daily basis, ensure and guarantee the quality, timeliness and availability of business data through effective data management by establishing effective procedures to manage the media library, backup and recovery of data, and proper disposal of media.
  • On quarterly basis, review internal control program for IT systems through a well-defined monitoring process. This process may include the monitoring and reporting of control exceptions, results of self-assessments and third-party reviews.
  • On annual basis review the existing governance framework which will involve reviewing organizational structures, processes, leadership, roles and responsibilities to ensure that enterprise IT investments are aligned and delivered in accordance with enterprise strategies and objectives.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor of Science in IT, Computer Science, Information Systems Management or any other related field.
  • Master’s Degree in IT related field will be of an added advantage.
  • CCNA (Cisco Certified Network Administrator), MCSE (Microsoft Certified Solutions Expert), MCSA (Microsoft Certified Server Administrator), CLA (Certified Linus Administrator) are added advantage.
  • At least five years’ experience in ICT supervisory role in preferably in a financial institution.
