Job Summary:  Under the direct supervision of the Chief of Mission (CoM) in Uganda, and in coordination with relevant units at the Regional Office (RO), the Head of Programmes (HoP) and Policy Development will be responsible for overseeing and coordinating the overall development, implementation and management of IOM’s programmes and projects in Uganda. The HoP will ensure that development and implementation of IOM programmes and projects in Uganda is strategically addressing migration challenges, directly serving mobile populations, and align with IOM Uganda’s overall strategy.

 

Key Duties and Responsibilities:

  • Oversee the formulation of country strategies, policies, and approaches across the Country Office’s (CO) programme portfolio and identify and develop new programme ideas to address emerging needs and trends under the guidance of the CoM and in close coordination with the Programme Support Unit (PSU).
  • Under delegation by the CoM, represent and attend UN Country Team (UNCT), Humanitarian Country Team, and any inter-agency meetings to inject IOM’s interests and related topics into the relevant processes.
  • Establish and oversee the implementation of fit for purpose programme management and planning systems and procedures to ensure that all IOM Uganda programmes, and projects interventions are effectively coordinated, efficiently implemented, and further the CO’s strategies and goals.
  • Analyze political, social, economic trends to understanding migration policy issues in Uganda and the East and Horn of Africa region (including as they relate to relevant Regional Economic Communities and their regional integration agendas, such as the East African Community and the Intergovernmental Authority on Development) and provide authoritative advice to the CoM and technical guidance to programme staff.
  • Provide guidance and coordination support to IOM Uganda’s engagement with the Government of Uganda’s commitment to the Kampala Declaration aims to enhancing cooperation on climate induced migration, displacement, and planned relocation.
  • Support the CoM in the management of the CO’s budgetary, financial, and administrative functions, including supervising staff, conducting interviews, reporting to Headquarters, the Regional Office, and donors, in close coordination with the Resources Management Unit (RMU) and unit heads.
  • Provide oversight and guidance to the PSU on matters related to project development, reporting and Monitoring, Evaluation, Accountability and Learning for effective Results-Based Management.
  • Provide leadership, supervision and training to programmes staff as well as foster an enabling environment for the enhanced team performance, knowledge sharing as well as usage of good practices and lessons learnt within IOM and in the UNCT.
  • Liaise with and provide briefings to donors, diplomatic missions, international institutions, government counterparts, UN agencies and other stakeholders to establish and maintain strategic partnerships, facilitate resource mobilization, and ensure IOM’s strategic positioning in Uganda’s humanitarian and development systems.
  • Coordinate IOM responses to donor requirements, including collecting, editing, and disseminating institutional and thematic information. Respond to institutional assessments of the Organization aimed at gauging institutional strengths and weaknesses, in close collaboration with the PSU and RMU.
  • Guide programme staff and advise the CoM on effective and timely IOM engagement in the UN humanitarian, development, and peace institutional architecture, including but not limited to the UN Cooperation Framework, humanitarian response planning, UN Network on Migration, Uganda’s national development planning, and Climate Change Adaptation.
  • Support the CoM in overseeing the Government of Uganda’s and IOM’s contributions to national, regional and global migration cooperation through Regional Economic Communities, consultative processes, policy dialogues, expert meetings, and preparation of policy products.
  • Undertake in-country and international duty travels for programme assessment, technical and programmatic guidance, and evaluation or to represent IOM at meetings of governmental, intergovernmental, and non-governmental organizations as required.
  • Perform such other duties as may be assigned.

Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.
  • Experience managing large and complex programs in migration management, governance, youth development, employment, countering trafficking and smuggling or comparable programming;
  • Demonstrated supervisory experience in staff management including staff evaluations;
  • Experience in programme development and management;
  • Extensive experience in training and capacity building;
  • Experience and familiarity with the region’s migration-related issues and the thematic area is a distinct advantage.
  • Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional, and international institutions as well as civil society actors, including the media and private sector;
  • Knowledge of donor regulations and requirements, including the EU;
  • Familiarity with IOM financial and business administration as well as procurement processes;
  • Knowledge of IOM/UN project management cycle;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Capacity to effectively interface with government officials of appropriate level on matters related to substantive migration issues and the work of IOM;
  • Capacity to effectively apply knowledge of migration issues within the organisational context;
  • Capacity to correctly frame migration issues within their regional, global, and political context.
  • Languages: fluency in English is required (oral and written). Working knowledge of either Arabic, Chinese, French, Russian, or Spanish is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
