Job Summary:  FHI 360 is seeking to recruit for a Monitoring and Evaluation Officer to support co-ordination of Monitoring and Evaluation activities for the post EVD recovery period in Kampala to support strategic planning, resource allocation and targeted technical assistance. Reporting to MCHN MEL Advisor, EVD implementation team and the health facility team, the M&E officer will have the following roles and responsibilities:

 

Key Duties and Responsibilities:

  • Co-ordinate routine collection, aggregation, and analysis of IPC assessment scorecard at KCCA.
  • Supervise and manage data clerks in coordination with program officers.
  • Conduct mining and prepare data visualization easy-to-navigate dashboards to promote use of EVD IPC data in KCCA to inform ongoing EVD program plans.
  • Provide technical support including troubleshooting, training of all facility staff in the use of HMIS tools to document EVD data in close collaboration with the division team.
  • conduct co-ordination of data management activities and ensure timely availability of quality data.
  • Conduct data Quality assessment and improvements for EVD data used for reporting to the different stake holders.
  • Support the consolidation of data from the health facilities and sources to conduct required analytics and help KCCA to generate appropriate presentations and visuals.
  • Support the KCCA in coordinating and communication with private sites in close collaboration with the division and EVD program officers.
  • Conduct periodic performance review meeting with the division and program team.
  • Any other tasks that may be assigned by the supervisor.

Qualifications, Skills and Experience:

  • The applicant must hold a basic degree relevant to the above functions; statistics, Public Health, Social Sciences, Epidemiology and post graduate training in Monitoring and Evaluation. A bias in medical records management is an advantage.
  • At least five to seven years of work experience in public health program implementation.
  • Significant experience and or knowledge on the EVD Infection Prevention and Control key monitoring indicators.
  • Ability to work with and understand health data and health management information systems, including presentation of data in creative ways.
  • Excellent knowledge and application of both quantitative and qualitative data analysis techniques
  • Excellent written and oral communication skills in English and must be able to communicate and coordinate effectively with Government of Uganda officials, other donors, and partners.
