About ReLAB-HS:

ReLAB-HS is a global activity that supports the development of health systems that are responsive to the growing needs for rehabilitation within populations. Comprised of six international partners with expertise in health systems, implementation science, and delivery innovations, we seek to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation, including assistive technology. ReLAB-HS focuses on integrating rehabilitation and assistive technology services across all levels of care within health systems.

 

Job Summary:  Learning, Acting, and Building for Rehabilitation in Health Systems (ReLAB-HS), a global activity funded by United States Agency for International Development (USAID), is seeking a candidate to fill the position of Rehabilitation Technical Officer to be based within the Ministry of Health (MoH) Disability and Rehabilitation Division of Uganda. The Rehabilitation Technical Officer will provide technical support to the Ministry of Health, Disability and Rehabilitation Division, Department of Community Health for activities related to rehabilitation and assistive technology (AT).

 

About the Disability and Rehabilitation Division, Department of Community Health

The Disability and Rehabilitation Division (DAR) was established in 2018 under the Community Health Department, and is responsible for disability prevention, medical rehabilitation (including assistive technology), and occupational health and safety (OHS) services. The goal and mission of the division are as follows:

Goal: To increase access to equitable and quality rehabilitation healthcare services to meet the unique individual needs of persons with disabilities delivered by qualified multi-disciplinary professional health teams, and promote occupational health and safety, in Uganda.

Mission Statement: Comprehensive rehabilitation healthcare services that are managed and delivered to assure a continuum of promotive, preventive, treatment and rehabilitative interventions against the spectrum of conditions, coordinated across the different levels and sites of care within and beyond the health sector, and according to their needs throughout the life course.

The Strategic Objectives of the division include:

  • Promote delivery of quality disability and older persons’ friendly health services, including promotive, preventive, and rehabilitative health care including assistive technology services.
  • Promote occupational health and safety (OHS) interventions to reduce work-related risks and injuries in health facilities and workplaces.

The key outputs of the division are:

  • Policies, strategies, laws, guidelines, and standards on disability, rehabilitation, and OHS
  • Capacity building and training for disability prevention, medical rehabilitation, and OHS
  • Technical support supervision, monitoring and evaluation of disability, rehabilitation and OHS services
  • Awareness, Advocacy, Coordination, and Partnership for disability, rehabilitation and OHS services

 

Overall Purpose of the Position: The Rehabilitation Technical Officer will provide technical support to the MoH Disability and Rehabilitation Division (DAR) in matters of policy and regulatory frameworks development and implementation of medical rehabilitation and AT services.

 

Key Duties and Responsibilities:

  • Serve as a member of the technical team in the disability and rehabilitation division;
  • Promote rehabilitation and AT services in Uganda by engaging national, regional, and district level stakeholders on integrating rehabilitation in health systems;
  • Provide technical support in development of rehabilitation policies and regulatory frameworks;
  • Provide supportive supervision to professionals for rehabilitation and AT service delivery;
  • Provide strategic technical inputs in relation to strengthening health systems for rehabilitation and AT in Uganda;
  • Participate in the organization and conduct of stakeholder meetings at national and regional levels;
  • Draft technical and programmatic reports that document program directions and results;
  • Support development of DAR annual work plans, monitoring, and procurement plans for the division/department

Qualifications, Skills and Experience:  

  • Medical rehabilitation degree, such as physical therapy, occupational therapy, orthopaedic technology, or speech and language therapy
  • Post graduate qualification in medical rehabilitation field is added advantage
  • At least five years of experience in medical rehabilitation services within Uganda
  • Technical knowledge in health/health management with a focus on rehabilitation and assistive technology services
  • Demonstrated experience of working with national rehabilitation and AT institutions and projects
  • Familiar with national health systems for rehabilitation and AT services
  • Outstanding written and interpersonal communication skills
  • Strong human resources management, coordination, and leadership skills
  • Proven ability to develop and manage stakeholder relationships
  • Proven experience in taking initiative in finding solutions to complex challenges
  • Detail-oriented with excellent organizational, time management, and prioritization skills
  • Proficient in Microsoft Office suite, including Word, Excel, and Outlook
  • Willingness to travel in country up to 40% of the time

                                                           

Reporting and Supervision: The Rehabilitation Health Technical Officer will work under the direct supervision of the Assistant Commissioner Disability and Rehabilitation, Community Health Department. S/he will be required to liaise with other relevant MoH departments through the Community Health Department and provide progress updates regularly to the Director General of Health Services on a monthly, quarterly, biannual, and annual basis.
