About US:

Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in the country. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

 

Job Summary:  The Principal Procurement Officer will carry out procurement and disposal functions in response to the needs of the organization and in compliance with Procurement Law, Regulations and Guidelines ensure that procurements are completed timely, transparently and offer value for money to UCAA.

 

Key Duties and Responsibilities:

Participating in Strategic Planning, budgeting, Audits, and review process

  • Participates in the preparation of business plans, budgeting and budgetary review activities for the Department.
  • Understands the Department’s planning and budgeting requirements and provides input into departmental budgets, plans and reviews.
  • Fully participates in internal and external audits, prepare responses and participates fully in formulating and implementing corrective action plans (CAP)

Manage a responsive and a cost-effective procurement process to ensure maximum utilization and the best overall value for the Authority.

  • Cost effective procurement by ensuring that UCAA procures competitively while maintaining value through bidding and tendering process.
  • Transparency in procurement process through following of laid down procedures and regulations.
  • Pro-active reports on procurement to enable UCAA planning and compliance.
  • Ensures all Officers and Assistants comply with the procurement rules and regulations.
  • Timely completion of procurement and disposal process in accordance with the provisions of the PPDA Act and Regulations.

Make submissions to Contracts Committee Meetings

  • Attend and make presentations and clarifications to the Contracts Committee as and when assigned by the Manager.
  • For each month, prepare the monthly report of all procurement activities taken for submission to PPDA and the UCAA Accounting Officer.
  • Prepare timely Minutes of the Contracts Committee.
  • Provide feedback to other PDU staff on the decisions of the Committee and follow up on required actions.

Maintenance of a List of Providers.

  • Ensures that UCAA, EGP and PPDA list of providers is up to date by:
    • Regular updating to reflect current providers
    • Contact details of providers.
    • That the providers are compliant with statutory requirements like Tax clearances, NSSF payments etc.

Managing Evaluation Process

  • Guiding Evaluation Committee in the procurement process.
  • Reviewing Evaluation reports for compliance before presentation to Contracts Committee for consideration.
  • Offers informed guidance to the evaluation committee on evaluation methodologies.
  • Ensures procedures and regulations in evaluation are followed.

Managing of Disposal process

  • Give guidance on the disposal process in accordance with the law.
  • Assist the Board of Survey and user departments in identifying the items for disposal.
  • Liaises with relevant statutory bodies to determine how to dispose materials that are toxic.
  • Ensures value for money in disposal through competitive bidding.

Carries out any other lawful assignment allocated by the immediate Supervisor and/or Management from time to time

  • The jobholder is flexible and readily responds to any ad hoc tasks assigned to him.

Qualifications, Skills and Experience:

  • The applicant must hold a Master’s Degree in Procurement/Supply Chain Management from a recognized University/Institution
  • Bachelor’s degree in Procurement, Commerce or Business Administration from a recognized University.
  • Fully qualified and current member of CIPS and a CPP member of IPPU.
  • At least five (5) years’ experience in public procurement and supply chain management.
  • Clean record and compliant with requirements of ethical conduct

 

Desirable Requirements

  • Working experience of Electronic Government Procurement (EGP) will be an added advantage.
  • The position may require the holder to work additional extra hours as and when required.
  • Project and contract management skills including evaluation and monitoring.
  • Report writing
  • Should be between 30 to 45 years old.
  • Knowledge Fully IT Literate, conversant with PPDA Act 2003 and Regulations as amended and guidelines
