Job Summary:  The Information Management and Digital Systems Specialist will provide leadership in the; Management and storage of all programme / project related data including both the development & maintenance of appropriate information management systems, Digitalization of core MEAL business / workflow processes, Data visualisation and high-level reporting of strategic programme information for utilisation by management, SLT, Board and key external audiences Organisational learning.

 

Key Duties and Responsibilities:

Information Systems Management

  • Ensure effective implementation of the national information management system that links both the internal and external management information systems
  • Design and implement an effective document management system that includes tools and guidelines, for effective utilization of information System hub and the WV Central intranet page document repository for document storage and sharing across all programmes and projects.
  • Ensure the effective utilization of integrated M&E database and Horizon/Our Impact System across all programmes and projects and routinely conduct data quality audits for data in the system.
  • Enhance capacity and utilization of GIS technology across all programmes and projects in WVU: This includes the collection of geographical information relevant to WVU Programmes / projects and use of GPS tools in the field; and desk-based data capture (digitizing) to convert paper maps to GIS datasets.
  • Support and strengthen technical skills for the adoption and use of mobile platforms and systems such as; Open Data Kit (ODK), GIS, Kobo, SurveyCTO or any emerging recommended software for output and annual monitoring of programme outcomes, assessments, evaluations or baseline surveys.
  • Provide technical leadership and guidance in the utilization of application software such as SPSS, EPIDATA, EPIINFO, STATA, Arc GIS etc. for results-based monitoring and evaluation across all programmes and projects.
  • Train programme / project staff on/create awareness of ‘state of the art’ practices in information management

Digitalization of MEAL Business processes

  • Map existing MEAL business and workflow processes, provide simplified, digitised and automated solutions for greater efficiency, and cost effectiveness.
  • Develop a data pipeline to automate reports, link and adjust data visualization products, digitalize data collection tools for all studies/survey and routine processes

Data Visualisation & High-level Reporting

  • Lead the development and consolidation of a web-based results management systems that produces reports, displays dashboards in line with WV Strategic focus and enable effective decision making by World Vision Uganda Programme and Senior Leadership teams.
  • Provide meaningful data summaries and visualization through GIS and other graphics to demonstrate results to the NO and programmes/projects on their contribution to child wellbeing

Organizational Learning

  • Participate in the analysis of trends generated from Programme or project evaluations and baselines within the national MIS systems to inform national level programming
  • Promote and improve the utilization of monitoring dashboards for operational and strategic decisions by programmes, projects and the National Office leadership

Quality Assurance

  • As part of the Quality assurance team at National level, hold periodic reviews of reports and programme performance and provide timely feedback to programmes teams.
  • Assure quality of data through routine data and M&E system quality audits at programme level in grants, WV partners and sub grantees.
  • Support the regional team in reviewing management reports as well as other M&E reports to ensure validated M&E data and M&E compliance with recommended guidelines, formats and standards.

Qualifications, Skills and Experience:

  • The ideal candidate for the World Vision Uganda Information Management and Digital Systems Specialist job must hold a Master’s degree in Monitoring & Evaluation, Statistics, Biostatistics, Post Graduate in Information Management System or a related field is required.
  • At least five years of work experience in managing Management Information Systems for data intensive programmes in designing, monitoring, and evaluation methodologies
  • Experience in data management, use of dynamic systems (Arc GIS, SQL, R, ODK) and designing MIS systems for M&E data collection and analysis methods is desirable.
  • Knowledge of designing and managing M&E systems at a national level for effective generation of monitoring data used in tracking Programme and improved service delivery and support related to development programming
  • Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable.
  • Experience in quantitative and qualitative survey techniques and analysis with excellent command of MS Excel, PowerBI,Tableau, MS Team and working knowledge of at least two statistical data management packages/software’s (quantitative & qualitative) e.g., SPSS, Nvivo/Nudist, EPIINFO, STATA etc.​
  • Ability to work with inter-disciplinary teams and a wide range of programme/project activities
  • Strong report writing and communication skills
  • Proactive personality, self-driven and strongly motivated
  • Capacity/potential in leadership, relationship management/networking, and coordination.
  • Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
  • Good interpersonal skills, team player, facilitation skills and strong communication skills, both verbal and written
  • Proven conceptual & analytical skills, ability to take an evidence-based approach to programming
  • Demonstrated experience in analysing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming.
