About US:

The Public Procurement and Disposal of Public Assets Authority (PPDA) is established under the PPDA Act No.1 of 2003 to develop standards and regulate procurement and disposal practices in respect of all Procuring and Disposing Entities which include Central Government Ministries and Departments, Local Governments, State Enterprises, Constitutional and Statutory Bodies and post primary training institutions.

 

Job Summary:  The Senior Officer Legal Affairs will ensure the effective and efficient management of the Legal Unit through provision of legal advisory services and setting relevant standards to meet the expectations of PPDA stakeholders.

 

Key Duties and Responsibilities:

  • Participate in the review of the PPDA Act, 2003 and Regulations thereunder to strengthen the public procurement and disposal system,
  • Develop and review PPDA Guidelines and Circulars to improve efficiency and effectiveness in public procurement system,
  • Develop and review policies and procedures of the Authority.
  • Actively participate in developing/ reviewing Standard Bidding documents to Strengthen and improve the efficiency and effectiveness of the public procurement and disposal system,
  • Draft and review contracts, Memoranda of Understandings and Addenda,
  • Provide legal guidance to the Authority, the Procuring and Disposing Entities and other stakeholders,
  • Review applications for accreditations and recommendations for suspensions for consideration by the Management Advisory Committee,
  • Represent the Authority in the Courts of Judicature,
  • Draft standard letters to facilitate review of investigations on the accreditations and suspension matters,
  • Schedule meetings with external parties in relation to accreditations and suspensions.
  • Prepare Board and Committee matters on matters incidental to the Department,
  • Provide secretarial services to the Management Advisory Committee,
  • Prepare periodical reports on the performance of the Department,
  • Undertake research on matters relating to the mandate of the Authority, and
  • Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience:

  • The applicant must hold an Honours Bachelors’ Degree in Law,
  • Post Graduate Diploma in Legal Practice,
  • Advocate of the High Court of Uganda, and
  • Possess a valid Practicing Certificate.
  • At least four years of legal experience in provision of legal services, litigation and legal research and;
  • Knowledge of the PPDA Act, 2003 and Regulations there under.
  • Strong leadership and managerial skills,
  • Communication and presentation skills,
  • Planning and organisation skills,
  • Excellent relationship management and communication skills necessary for interaction with Development Partners, Government of Uganda, the judicial system,
  • Result and team oriented,
  • Ability to work under pressure and under minimum supervision,
  • Ability to take and maintain an unwavering stand on issues; and
  • Ability to provide independent advice (orally and in writing) to senior level management on technical matters.
