About US:

The Ministry of Education and Sports with assistance from the Ministry of Information Communication Technology and National Guidance is in very advanced stages of redeveloping the Education Management Information System (EMIS). These efforts are aimed at realizing EMIS as a web-based one-stop center for all data and management information for the education and sports sector. The EMIS has been redesigned to be disaggregated to all local governments and education institutions at all levels within the country.

 

Job Summary:  The Senior Database Administrator will maintain the availability, performance, security, and integrity of the EMIS database systems

 

Key Duties and Responsibilities: The main responsibilities and duties of the Senior Database Administrator are:

  • Write Database documents, including data standard procedures and definitions for the data dictionary (‘Metadata’);
  • To Develop and apply procedures relating to database and application security;
  • To develop a backup and recovery plan;
  • To monitor space and resource utilization and inform the project and technical managers in time, in case of the need for additional resources;
  • To monitor performance of the database including transactional processing and response times;
  • To provide data migration services between databases in staging, production, and development environments;
  • To plan and oversee database software and patch upgrades;
  • To implement a database security plan, and implement and monitor database security in line with the EMIS;
  • To Review and troubleshoot database error logs and system logs affecting the database;
  • Any other duties as may be assigned from time to time;

Qualifications, Skills and Experience:

  • Applicants should be Ugandans holding an Honors Bachelor’s Degree in Information Technology; or Information Science / Systems; or Computer Science; or Software Engineering from a recognized University/Institution;
  • A Post Graduate qualification in the above professional field will be an added advantage;
  • At least five years of working experience in a similar role in Government or reputable private sector organization;
  • Practical experience in database monitoring and use of automated monitoring tools;
  • Practical experience as a DBA maintaining relational database systems such as PostgreSQL, MySQL, Oracle, SqlServer etc.
  • Familiarity with Systems Development Lifecycle methodology and AGILE methodology;
  • Working experience in Linux and Windows system administration at command line interface level e.g., copying/moving files, setting up batch processes, using native operating system text editors, searching and pattern matching etc.
