Job Summary:  The Program Officer, Monitoring, Evaluation and Learning (MEL) will be primarily responsible for daily implementation of Monitoring, Evaluation and Learning activities for the EU funded Action to scale Up Reduction of Teenage Pregnancies Among Vulnerable Girls in Eastern Uganda project. The activities will include work planning, tracking progress of objectives, development of data collection instruments and sampling strategies, onsite research and data collection, working with the evaluation team, documenting best practices, writing/reviewing required reports, developing/conducting presentations of findings, and liaising with stakeholders on technical matters.

 

Key Duties and Responsibilities:

  • Participate in strengthening of Monitoring, Evaluation and Learning (MEL) systems, including generation of reliable data for results-based management of the program.
  • Develop and regularly update monitoring performance measurement with program staff, such as quality benchmarks and performance tracking program interventions at community and health facility level.
  • Participate in the preparation of work plans, budgets, M&E plans and performance frameworks for the program.
  • Responsible for data accuracy. Conduct secondary data analysis of routine program data to identify evidence-based best practices for scale up. Identify best practices from demonstration sites, finalize SOP’s and plans for scale-up using evidence from the collected data. DQA & data cleaning & onsite HMIS mentorship.
  • Build the capacity of staff to perform their appropriate strategic information tasks that include but are not limited to HMIS capacity strengthening, data quality audits and improvement.
  • Implement targeted data collection/analysis to inform decision making around program implementation.
  • Provide hands-on-technical support for analysis and review of routine program data at all levels to identify improvements in performance trends along process and output indicators and link it to effective interventions.
  • Support the program implementation team to engage key stakeholders in periodic program reviews to validate implementation strategies; jointly define a pathway to change; analyze performance trends along the project indicators and articulate necessary course corrections.
  • Participate in monitoring the implementation of program activities to ensure conformance to program objectives, work plans, budget and expected results.
  • Taking lead in data capture and reporting using monitoring tools to track program indicators as per the performance framework Including updating AIMS and the program results matrix
  • Participate in preparing monthly, quarterly and annual project performance reports.
  • Support project implementation team to document, disseminate lessons learnt, and best practices.
  • Participate in operation research and other research activities within the project and in other continuous quality improvement initiatives within the project
  • Ensure project quality management through execution of regular data quality audits and onsite data verification exercises.
  • Capacity building of project staff on Monitoring Evaluation and Learning

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree preferably in Public Health, Statistics, Demography or Social Sciences.
  • Training in monitoring and evaluation is an added advantage
  • At least three years of experience in implementing monitoring Evaluation and learning activities for SRHR Programs
  • Experience in using online data collection applications and GIS
  • Excellent computer skills, knowledge of Microsoft Office (e.g. Word, Excel);
  • Organized with excellent attention to detail
  • Project management skills will be an advantage
  • Should have training and experience in M&E concepts and tools
  • Experience in a busy health NGO will be an added advantage.
