Reports to: Global Coordinator for Digital Data Management (based in Geneva).

LWF World Service is the humanitarian and development arm of the Lutheran World Federation. We are a widely recognized, international, faith-based organization working in over 20 countries. We seek to bring people of all backgrounds together in the common quest for justice, peace, and reconciliation in an increasingly complex and fragmented world. Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.

 

Job Summary:  The main purpose of the data manager is to contribute to the implementation of quality commitment of LWF’s work. In particular, the position holder will support the LWF World Service Quality and Accountability (Q&A) Team and the World Service in all aspects of digital data management, both on-site and remotely.

 

Key Duties and Responsibilities:

  • Support the development, and use of digital tools and systems in-country operations
  • Review and assess country or region-specific data management systems and tools, the needs and capacities of the country programs
  • Assist Country Programs in the development of systems and tools to facilitate the accountability of projects and programs.
  • Lead the implementation process of LWF Digital Systems in CPs and promote the best practices of its use across WS such as SharePoint, Office365
  • Provide standards and guidance on the usage and implementation of digital tools for World Service and its CPs, for example, Digital Strategy, Document Management.
  • Ensure Data Protection is rolled out in Country Programs for project participants
  • Promote digital literacy and capacities within Country Programs. Including data collection tool SurveyCTO, data management, and best practices in SharePoint document management.

Capacity building and training

  • Provide training, and enhance the capacity of country program staff in all systems, tools, and platforms that are supported by LWF World

Web/tool Management

  • Manage platforms and tools that support data collection and analysis such as SurveyCTO, Kobo Toolbox, and Open Data Kit (ODK).
  • Support the implementation of the new Project Management System Activity Info

Data Management:

  • Contribute to the trustworthiness of LWF global aggregated data
  • Give effective data management support and services to WS and its Country Programs
  • Support the monitoring of data and information management activities in Country Programs for integrity, veracity, reliability and credibility, and compliance with policies.
  • Help ensure data is curated and stored in data registries and libraries as per the data standards
  • Design, develop, and manage databases, spreadsheets, and other data tools.
  • Understand, document, and ensure the quality of high-value data for accuracy, consistency, and comparability.
  • Consolidate operational information on a regular schedule to support analysis.

Data Analysis & Visualization

  • Organize, design, and carry out the evaluation and analysis of location-specific datasets through meaningful statistical techniques.
  • Actively participate in the development and revision of data standards and advise on the application of these standards into local systems and processes.
  • Participate in the development, implementation, and management of new indicators, together with their accompanying data
  • Produce and update information products such as reports, charts, and infographics by turning data into graphical products or meaningful tables to convey messages and a storyline.

  • Perform any other official duties that may be assigned by the supervisor or his/her designate.

Qualifications, Skills and Experience:

  • Applicants must possess a University degree in computer sciences or Data Analytics or any related field.
  • Three years of working experience with data management systems, databases, complex SQL queries, pipelines and dashboards.
  • Experience with Office 365 environment, providing IT support on-site and remotely, using web-based system, Quantitative Data Analysis (Excel, R, SPSS, Data storage and management. Including experience working on data quality checks, data cleaning and processing, Mobile data collection and survey design (SurveyCTO, ODK, Kobo Toolbox, Survey 123), Systems engineering (ORM, SQL, stakeholder mapping), and Web visualization (Power Bi, or other tools)
  • Good problem Solving, Decision Making, interpersonal, and communication skills;
  • Ability to work under pressure to meet tight deadlines;
  • Good teamwork with good communication skills;
  • Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
  • Fluency in English, both written and verbal; Information Technology (MS Office, Internet);

 

Desirable Experiences: 

  • Monitoring and Evaluating Systems, ActivityInfo preferred, Project management cycle
  • Additional assets: GIS (ArcGIS or QGIS),
  • Experience in cloud services architecture (AWS, GCP, Digital Ocean), and Any scripting language
