Job Summary:  Under the supervision of the AFL Coordinator, the AFL officer is tasked with the control and implementation of all administrative, financial and logistics policies and procedures for ASF in East Africa. The AFL Officer is the line supervisor for the Logistics Assistant.

 

Key Duties and Responsibilities:

Capacity reinforcement

  • Ensure that the ASF team and program implementation partners are familiar with the donor’s & ASF’s financial and administrative procedures and policies and apply them;
  • Assess any need for capacity building and organize any required training that regards ASF financial management and compliance.

Accountancy management

  • Control the financial reports and the supporting documents submitted on a quarterly basis by the partners and transfer them into ASF accounting system (BOB);
  • Conduct regular reviews of all accounting journals and documents programs for correctness and ensure all are uploaded into the ASF accounting system on time;
  • Review all monthly staff and operational advances to employees and ensure that all expense reports from operational advances are duly uploaded on BOB and our internal service;
  • Supporting in preparing accounting files to be shipped to the Brussels office;
  • Adhere to all the month-end closer procedures and ensure all are followed on time;
  • Logistics confirmation of all operational Purchase Requisitions less than 1,000,000 UGX.

Treasury management

  • Review the treasury requests of the partners and ensure timely funds transfers to the partners for proper project needs.

Budget and finance management

  • Analyze the budget follow-up of the programs and provide regular reporting to the AFL Coordinator;
  • Help in controlling multi-currency and multi-donor budgets;
  • Prepare budgetary amendments to partners’ budgets;
  • Responsible for managing partners’ financial reporting tool making sure it is well updated.

Administration management

  • Keenly monitor and prepare renewal of MOUs and contracts of the staff;
  • Review of the monthly staff payroll management tool for correctness;
  • Timely filing of NSSF, WHT, LST, and PAYE returns;
  • Supervise the AFL Assistant through regular performance evaluation, capacity development, and support;
  • Support with the routine update of the ASF leaves tracker.

Logistics management

  • Work closely with the AFL Coordinator, prepare an open call for tender to contract suppliers’ goods and services used on a routine basis;
  • Support in organizing seminaries with partners;
  • Ensure and organize all the data transfers from partners to ASF;
  • Updating assets inventory for the Uganda office;
  • Any other duties that will be assigned by the supervisor from time to time.

Qualifications, Skills and Experience:

  • The applicant must hold a BA in Accounting/Financial Management, Business Administration, Bachelor of Commerce, or any related course.
  • At least five years of experience in financial management;
  • At least 2 years in a similar role preferably with an NGO;
  • Experience in Logistics and administration is an asset.
  • Financial/Accountancy management is key;
  • IT: High level of computer literacy (knowledge of well-known NGO accounting software, advanced Excel, Word);
  • Excellent interpersonal skills and multitasking capacity; Language: English required, working knowledge of French is an advantage;
  • Driver’s license;
  • Desire to take on new challenges;
  • Motivation to integrate a multicultural and international organization.
