About US:

ACODEV is an NGO that was established in 2003 and fully registered by government of Uganda. Initially founded as a self funded health program to fill service delivery gap in communities during the political insurgency in the Rwenzori region of Western Uganda that witnessed human rights abuses, gender based violence, breakdown in social and health systems; ACODEV has grown and expanded its programs for the benefit of communities targeting children and youth in various districts of Uganda. Today we have presence in more than 28 districts in Western, Central and Northern regions of Uganda. We are spreading our wings with different innovative development and humanitarian programs to other parts of Uganda, East and Southern Africa.

 

Job Summary:  The Project Officer will lead the implementation and advocacy of a project focused on strengthening youth engagement in democratization in Fort portal City of Rwenzori sub

region.

 

Key Duties and Responsibilities:

  • Work closely with the Project Coordinator, develop monthly, quarterly and annual plans and advocacy strategies for effective and efficient implementation of the project.
  • Lead in identification of target youth and stakeholders to participate in the project
  • Support the Programme Coordinator in maintaining effective advocacy and collaborative relations with stakeholders and partners through Memoranda and other forms.
  • Provide advice and guidance to all relevant field staff in the use of agreed programme and project management methodology, processes and techniques in accordance with ACODEV advocacy standards and requirements.
  • Initiate new ideas, approaches and methodologies to engage youth as rights holders and duty bearers in an appropriate manner
  • Document best practices, lessons learnt and emerging issues in the youth development agenda
  • Generate and submit high quality monthly, quarterly, semi-annually and annually project reports.
  • Facilitate and support communities in carrying out community-based research, reviews and action planning aimed at building civic competence for influencing quality service delivery for the youth.
  • Convene and facilitate dialogues and stakeholder engagement meetings at S/C, district and city level targeting rights holders and duty bearers
  • Document issues surrounding youth engagement in the democratization processes in fort-portal city divisions and the district as whole.
  • Prepare reports, recommendations, and conduct follow-up of the recommendations
  • Participate in various Youth related meetings at district, city and with other partners
  • Perform any other duties as assigned from time to time

Qualifications, Skills and Experience:

  • The applicant must hold a University Degree in Social Sciences, Development Studies, Human Rights or relevant field from a recognized University
  • Post Graduate qualification in a relevant field is added advantage
  • A minimum of five years in middle or senior management of democratization, governance and accountability, Human Rights and advocacy work is required
  • Strong personality and reputation with high level of integrity
  • Understanding of youth issues, planning and budgeting, governance and accountability.
  • Partner engagement and collaboration
  • Ability to mentor/train and facilitate youth engagement/dialogue with duty bearers
  • Excellent skills and experience in report writing and participatory planning.
  • Excellent verbal and written communication skills in English and the local languages.
  • Good mobilization, stakeholder coordination and supervision skills
  • Ability to document Quality periodic and field success stories and outcomes.
  • Planning skills resulting into the developments of project work plans and budgets
  • Excellent communication skills, both oral and written including report writing;
  • Self-driven individual that works under minimum supervision; meeting timelines in regard to planning, submission of reporting (narrative and financial).
  • A team player with the zeal of working in close collaboration with others.
  • Experienced in the use of software applications i.e., Microsoft Office, Excel, PowerPoint etc.
  • Performance Areas Community mobilization, project implementation, supervision, team building and reporting
