Job Summary:  The Payroll Supervisor performs varied payroll and clerical duties to ensure employees are accurately paid, that all systems reconcile, and that payroll costing is allocated to the correct accounts. Accurate and timely processing of the company’s payroll and associated deliverables every pay period. Maintains payroll processing system and records by gathering, calculating, and inputting data. Computes employee take-home pay based on-time records, benefits, and taxes. Answers staff questions about wages, deductions, attendance, and time records.

 

Key Duties and Responsibilities:

  • Process employee Masterfile maintenance including setting up records for new employees, terminations, salary and other changes in line with instructions from HR and company procedures.
  • Update and maintain Timekeeping system (where applicable) to ensure process compliance through to successful payroll import of data and subsequent reporting requirements.
  • Calculate payrolls, including standard deductions and taxes, terminations against tight deadlines.
  • Preparation, payment and filing of returns for statutory deductions such as Pay As You Earn (P.A.Y.E.), N.S.S.F contributions and Union dues by the due dates
  • Maintenance of statutory records for URA, NSSF, Payroll reports including the payroll processing system, employee records and leave management.
  • Manage the HR records while maintaining confidentiality of all employee information
  • Obtain approved timesheets and determine time worked and verify proper authorisations. Reconcile imported data with payroll reports to ensure accuracy. Ensure overtime verification and following up final approvals
  • Ensure pay processes are completed, checked & authorised to EFT stage by the deadline date determined by the Finance Manager.
  • Ensure pay slips are distributed in a timely manner.
  • Ensure that all sources of data reconcile; Identify, Investigate and resolve discrepancies in timesheet and payroll records.
  • Assist with the applications for TINs as well as social security registrations for expat staff
  • Prepare and/or Coordinate the preparation of the shadow payroll for expat staff in compliance with Uganda laws.
  • Provide a high level of customer service to key payroll stakeholders
  • Ensure payroll journals are reconciled and posted to finance system (JDE) after each pay process.
  • Provide government and insurance agencies with notifications and reports as required
  • Carry out key payroll reconciliations, identify and resolve associated issues.
  • Prepare monthly/YTD Remuneration analysis reports for management information
  • Continuously review and streamline payroll administration procedures
  • Ensure that the National Content Plan is followed by all parties (McDermott and Subcontractors).
  • Managing the training and advancement of local employees and ensuring that knowledge of the company’s policies and procedures are included.

Qualifications, Skills and Experience:

  • The applicant must hold a University degree or equivalent
  • Five years of experience processing all aspects of payroll.
  • Detailed knowledge of procedures covering payrolls which require variations in deductions and tax treatment
  • Exposure to interpretation and application of complex labour award agreements
  • Detailed knowledge of current Ugandan Payroll Regulations and compliance requirements.
  • Ability to work independently as well as in a team, and able to support and foster a positive ‘can do’ attitude in the Finance team, including drive and willingness to learn and take on new tasks.
  • High level of written and verbal communication skills
  • Knowledge and experience in standard payroll system in Uganda and intermediate to advanced excel skills required. Exposure to JDE or similar ERP systems desirable but not necessary
  • Ability to prioritize work to meet tight deadlines in a fast paced work environment.
