Job Summary:  OHCHR Uganda is seeking a National Administrative Officer with a strong administrative and finance skills to lead the Administration and Finance Unit in Kampala.

 

Key Duties and Responsibilities:

Human Resources Management:

  • Undertake actions related to the administration of human resources activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures;
  • Assist in the screening of applicants and preparation of shortlists of candidates ensuring that applications are consistent with recruitment criteria and post requirements;
  • Provide information regarding conditions of service, duties, privileges and entitlements under the staff rules to local and international staff members;
  • Be in close contact with and receive instructions from Geneva HQ section related to matters concerning financial issues, cost planning, and human resources
  • Act as the focal point for queries related to Human Resources.
  • Update the staffing table and follow-up on contract renewals.
  • Budget and Finance:
  • Assist in the preparation of budget and/or cost estimates against the Office and Programmes/projects work plans, in accordance with OHCHR procedures;
  • Assist in the preparation of requests for allotments and/or allotment revisions and follows up on the necessary authorizations with OHCHR Geneva;
  • Monitor budgetary allocations through regular reviews; preparation of periodic reports of expenditures.
  • Support the implementation of accounting and financial management controls and ensure their consistency with the UN rules and regulations;
  • Prepare ad-hoc reports for donor reporting, in accordance with OHCHR practices.
  • General Administration:
  • Assist and monitor administrative support service, including supplies and services, procurement, travel, local utilities and service requirements;
  • Review adequacy of the office space requirements;
  • Produce reports for management, as required;
  • Prepares administrative guidelines and procedures,
  • Performs other related tasks, as required.

Qualifications, Skills and Experience:

  • The applicant for the Office of the United Nations High Commissioner for Human Rights (OHCHR) Administrative Analyst job must hold an advanced University degree in preferably business administration, finance or accounting.
  • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least two years (with Masters degree) or 4 years (with Bachelors degree) of combined progressively responsible experience in related areas, i.e. human resources, general administration, financial administration, and field operations.
  • UN experience in the field and/or headquarters level a distinct advantage.
  • Other skills: Knowledge of the UN Secretariat rules and regulations, as it pertains to human resources management, financial administration and general administration services is desirable.
  • Language: Fluency in oral and written English.
