Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.

 

Job Summary: The Laboratory Officer is responsible for working with MoH/CPHL and district teams to strengthen laboratory and bio-risk management systems to contain EVD and other public health threats in EVD high-risk districts. S/he will also ensure that the learning from implementation science is incorporated into the programme design

 

Key Duties and Responsibilities:

  • Provide advice, technical expertise and support hub operations to enhance EVD specimen collection, handling and transportation guidelines are effectively implemented within the overall EVD response
  • Support the review/update and implementation of EVD laboratory-related SOPs and job aids
  • Strengthen EVD diagnostic capacities through the provision of training and mentorship
  • Assist in planning and executing laboratory systems and bio-risk assessments in health care facilities, preparing program reports and developing action plans to improve EVD preparedness and emergency response capacity
  • Organize and deliver training for laboratory personnel and healthcare workers on EVD specimen management
  • Mentorship and participation in laboratory safety and biosafety audits in health facilities under the program and provide technical assistance to address identified issues.
  • Supporting the establishment and functioning of Bio-risk management committees that are comprehensive and address all aspects of BSBS at the facility level
  • Coordinate with other district partners to ensure that EVD preparedness response laboratory and BSBS activities are coordinated among the different stakeholders
  • Support the implementation of strategies to ensure compliance with minimum EVD testing and reporting requirements to meet established TAT targets
  • Guide districts teams to regularly report on laboratory and BSBS activities through regular submission of reports and activity reports in line with the national EVD response plan
  • Plan, coordinate and conduct didactic training and mentorship visits to health facilities laboratories to address EVD lab-related and BSBS capacity gaps.
  • Operationalize systems for prepositioning, accurately quantifying, forecasting, ordering and managing EVD laboratory supplies to ensure constant availability
  • Collaborate with other partners to ensure adequate representation of division lab teams in performance review meetings.
  • Any other related tasks assigned by the laboratory coordinator

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in Biomedical Laboratory Technology/ Sciences.
  • Full and active registration with the Allied Health Professionals Council.
  • At least three years of experience in laboratory planning, management, and QA/QC
