About USAID RHITES Project:

USAID RHITES NORTH ACHOLI activity is funded by United States Agency for International Development implemented and managed by University Research CO., LLC. The activity provides technical support and assistance to the Ministry of Health and USG implementing partners to institutionalize the Quality Improvement (QI) approach with a goal of improving outcomes for the served populations. The current National Quality Improvement Framework & Strategic Plan’s Objective Number one is aimed at strengthening the stewardship, leadership, and functionality of organizational structures in quality improvement at all levels. Previous assessments have highlighted inadequate capacity for QI at most of the regional referral hospitals has been partly because of inadequate human resource gaps especially in the community health departments. To improve stewardship, leadership, and coordination of QI initiatives at regional level, the Ministry of Health through the Standards, Compliance, Accreditation and Patient Protection (SCAPP) Department would like to recruit a Regional QI Officer for the current vacancy at Moroto Regional Referral Hospital.

 

Job Summary:  The Regional Quality Improvement Officer will effectively plan and coordinate activities to build the capacity of Regional Referral Hospital and Partners to implement regional and national Quality Improvement plans and strategies.

 

Key Duties and Responsibilities:

  • Provide technical support to the Regional Referral Hospital and Regional Quality improvement committee to;
  • Functionalize QI Committees and teams at regional, district and health facilities
  • Develop regional QI workplans and budget
  • Coordinate partners in the region on QI implementation
  • Plan and coordinate QI coaching, mentorships, and supervision
  • Mobilize resources for QI implementation in the region
  • Identify training needs and conduct QI capacity building
  • Conduct learning sessions and performance reviews
  • Monitor & Evaluate of QI activities
  • Provide oversight leadership to existing national quality improvement collaborative within the region and share regular updates on their progress.
  • Consolidate Quarterly Regional QI Reports to the RQIC and Ministry of Health.
  • Maintain an updated database of CQI coaches in the iHRIS and other CQI databases for regional and national collaboratives.
  • Any other duties as assigned by the Hospital management including clinical care of clients.

 

Key Deliverables

  • Timely reports on the key tasks in the region
  • Progress reports on regional and national QI collaboratives
  • Functional regional QI committee and improved QI matrix of the regional referral QI team

Qualifications, Skills and Experience:

  • The applicant must hold a Degree in Medical field such as MBChB, Nursing or related fields & registered with the Professional Council.
  • Master’s in Public Health or Health Services management will be an added advantage.
  • At least three years’ experience in Health services management in public health care setting will be an added advantage.
  • At least two years of experience in supporting teams to apply Quality Improvement approaches.
  • Demonstrated ability to manage projects from start up to successful completion is an added advantage.
  • Proficiency in Microsoft word, power point, excel.
  • Excellent oral and writing skills in English.
  • Ability to travel within the Country.
  • Familiar with basic technology including managing virtual meetings

  • Only candidates who are eligible to work in Uganda for an indefinite period without a need for sponsorship will be considered for this position.
  • The applicant should be flexible to work as a consultant where need arises.
