Uganda Women’s Effort to Save Orphans (UWESO) is an indigenous Non-Governmental Organization registered with the Uganda NGO Board and is committed to improving the quality of life of orphans and other vulnerable children.

 

About USAID Project:

The USAID Orphans and Vulnerable Children North East Region (OVC North East) Activity is a five-year Activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in selected districts of Uganda. The strategic objective supports Government of Uganda’s (GOU) multisector strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW, addressing social, behavioral and structural drivers of HIV, and improving access to comprehensive sexual reproductive health (SRH) services to prevent new infections. Subject to availability of funds, the United States Agency for International Development (USAID) intends to provide approximately $9,901,234 in total life of activity funding to implement this activity.

 

Job Summary: The Procurement Officer will mainly be evaluating suppliers, products, and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality.

 

Key Duties and Responsibilities:

  • Create and maintain relationships with venders/suppliers
  • Estimate and establish budgets for purchases
  • Make professional decisions in a fast-paced environment
  • Maintain proper documentation to verify that all procurements comply with USAID’s rules and regulations;
  • Ensure procurement practices are in compliance with the Activity’s Policy and Procedures Manual and USAID rules and regulations;
  • Support technical and support staff in the development of requirement specifications;
  • Review all venders and suppliers
  • Maintain purchase records and other important data
  • Negotiate pricing and supply contracts
  • Develop plans for purchasing services, and supplies
  • Ensure that the products and supplies meet quality standards
  • Work with team members to complete duties as needed
  • Maintain and update a list of suppliers
  • Overseeing and supervising employees and all activities of the purchasing department.
  • Preparing plans for the purchase of equipment, services, and supplies.
  • Following and enforcing the company’s procurement policies and procedures.
  • Reviewing, comparing, analyzing, and approving products and services to be purchased.
  • Managing inventories and maintaining accurate purchase and pricing records.
  • Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
  • Maintaining good supplier relations and negotiating contracts.
  • Researching and evaluating prospective suppliers.
  • Preparing budgets, cost analyses, and reports.
  • Support the development and implementation of HR initiatives and systems
  • Provide counseling on policies and procedures
  • Be actively involved in recruitment by preparing job descriptions, posting ads and managing the hiring process
  • Create and implement effective on boarding plans
  • Develop training and development programs
  • Assist in performance management processes
  • Support the management of disciplinary and grievance issues
  • Maintain employee records (attendance, EEO data etc.) according to policy and legal requirements
  • Review employment and working conditions to ensure legal compliance

Qualifications, Skills and Experience:

  • The ideal applicant must hold a degree in accounting, business management or a similar field preferred.
  • At least two years of experience as a Procurement officer or in a similar position.
  • Proficiency in Microsoft Office and purchasing software.
  • Strong communication and negotiation skills.
  • Ability to negotiate contracts
  • Ability to multitask, prioritize, and manage time efficiently
  • Excellent communication skills
  • Accurate attention to detail
  • Goal-oriented, organized team player
  • Ability to work well with management and staff at all levels
