The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere College of Health Sciences).

USAID’s Local Partner Health Services- Kigezi and Lango Activity is made possible by the support of the American people through the United States Agency for International Development (USAID) and is implemented by Joint Clinical Research Centre (JCRC)

 

Job Summary:  The Community Linkages Officer will be expected to provide technical support to the USAID LPHS Kigezi supported health facilities in the allocated cluster/district on Community interventions across the Prevention, Adults & Pediatric Care & Treatment, PMTCT/EID and TB priorities.

 

Key Duties and Responsibilities:

  • Provide technical support on planning and implementation of community interventions across the different technical areas
  • Provide technical support to on-site health workers on identification of performance gaps and implementation of appropriate interventions to improve the quality of community services across the different technical areas
  • Work with the on-site health workers to generate line list, map clients for integrated community service delivery (Community APN, community linkages to ART & recency testing, follow up, ARVs/TB drug refills, Sputum sample removals, Community VL bleeding and other community-based interventions, EPOA)
  • Support the on-site teams to accurately collect, review and report on community interventions in the respective HMIS tools
  • Support planning and implementation of TB contact tracing and community screening at the supported DTUs
  • Support site level support in increasing PLHIV access to community DSDM approaches of care majorly CDDP, CCLADs, CrPDDPs and any other MOH recognized community DSDM approaches
  • Work closely with the community health workers attached to the health facilities (Community & Facility based Peers, CLFs, YAPs, KP peers and ensure functionality of the PSS groups and community structure support
  • Work closely with the OVC partner to leverage and integrate implementation of community interventions aimed at addressing performance gaps along the continuum of response for children & Adolescents
  • Work closely with District Health Educators and Community Development Office to strengthen community-based structures that will create demand for HIV/AIDS care, treatment, PMTCT and TB/HIV services; and also act as a major platform for referrals and linkages to enhance access to these services.
  • Mentor and coach community leader’s/peer leaders and other community resource people in the implementation of their advocacy role in the health facilities and communities.
  • Contribute to the preparation and submission of timely weekly, monthly and quarterly reports on the community activities implemented Contribute to identification and documentation of promising practices and success stories that will contribute to the body of knowledge in the area of provision of integrated health services at the community level and strengthening community engagement.
  • Perform any other duties assigned by the supervisor.

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Hold a Bachelor’s degree in Social Sciences or Community Development or Community Health or Nursing.
  • Possession of a post graduate in Public Health, Sociology or Community Health would be an added advantage
  • At least three years’ experience in PEPFAR HIV/TB projects community work with experience gained through serving within a government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level.
  • Three years’ experience training community health workers and/or CBOs in MNCH, FP, HIV and TB interventions
  • Skills in at least two or more of the following technical areas: Strengthening service delivery programs, supporting referrals and linkages between and among communities and health facilities; performance and quality improvement, psychosocial support, and integrating health service delivery into community structures.
  • Proven ability to coach, mentor and develop technical capacity in national programs and technical staff
  • Excellent written and verbal communication or interpersonal skills is a must.
