About US:

Action for Health Uganda (A4HU) is a youth empowerment organization dedicated to mainstream young peoples’ engagement in socio-economic development and promoting Sexual and Reproductive Health and rights (SRHR). A4HU was registered in October 2017 as a
new entity to take over the operations of DSW (Deutsche Stiftung Weltbevoelkerung) in Uganda. For the past 18 years DSW has supported the implementation of a portfolio of projects to improve sexual and reproductive health of young people in Uganda.

 

Job Summary:  Project Monitoring & Evaluation Officer will be based in the Mityana Field Office, with frequent field visits and will lead the TeamUp project monitoring and evaluations, development of baselines, and mid-term and final evaluation reports. He/She will guide the development of program M&E systems to effectively capture and report on activities across multiple implementers of Project activities. He/she will also participate in resource mobilisation efforts by developing performance management plans and contributing to project plans on M&E systems.

 

The Project Monitoring & Evaluation Officer is responsible for monitoring and ensuring quality and timely inputs and ensuring that the Project maintains its strategic focus and that its activities achieve its intended outputs cost-effectively and timely. He/she is responsible for designing, coordinating and implementing the Project’s monitoring and evaluation and learning framework. He/she develops and implements a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.

 

Key Duties and Responsibilities:

Setting up the M&E System.

  • Assist in the revision of the project log-frame matrix, particularly in the areas of performance indicators and their measurement.
  • Support in the development and writing of project proposals.
  • Assist in developing and finalising the project Work Plan and keeping it updated in accordance with project activities and timeframes as relevant.
  • Lead the development and implementation of the A4HU M&E plans and frameworks, M&E tools, for example, the Project Performance Monitoring Plan.
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it provides good baseline statistics for impact evaluation.
  • With collaborating partners, review the existing approaches and information management systems and agree on any required changes, support and resources.
  • Support the project team in the development of a plan for project-related capacity building on M&E and for any computer-based support that may be required.
  • Collaborate with other partners to organise and undertake capacity building on M&E when required.
  • Lead the development of data collection tools using WEBMO, CommCare, ODK/Kobo, Collect/Survey CTO.
  • Lead the data collection process regularly to measure achievement against the performance indicators and conduct data analysis using SPSS/STATA/Excel.
  • Support and coordinate external program/project evaluations, i.e. baseline, mid-line and end-line evaluations for quality and dependable results.
  • Performance monitoring and disseminating program/project progress/results during quarterly and annual meetings.

Implementation of M&E and Coordination

  • Check data quality with target youth and community structures and partners.
  • Maintain and administer the M&E database; analyse and aggregate findings.
  • Support project progress reporting, mid-term project review and final evaluation.
  • Identify areas where technical support is required.
  • Identify lessons learned and develop stories of Most Significant Change to capture qualitative outputs of the Project.
  • Provide advice to the Project Manager on improving project performance using M&E findings.
  • Monitor the sustainability of the Project’s results.
  • Provide feedback to the Project Manager on project strategies and activities.

Communication

  • Produce reports on M&E findings and prepare presentations based on M&E data as required.
  • Participate in project performance reviews and provide feedback on strategies to improve project efficiency and effectiveness.
  • Participate in M&E learning forums with consortium partners.
  • Provide the Project Manager with management information He/she may require.
  • Lead the discussion on monitoring data in an appropriate and timely fashion regarding implications for future action. If necessary, create such discussions to fill any gap.
  • Assist the Project Manager in preparing Quarterly/Annual reports on project progress
  • Perform other duties as may be assigned by the Project Manager.

Administration and Financial Management

  • Participate in elaborating (costed) action plans, performance reviews and reports for M&E activities.
  • Ensure proper handling and management of A4HU assets in accordance with prescribed guidelines and procedures.
  • Prepare periodical budget forecasts and track the budget.

Other Duties

  • Plan and complete work assignments with a high degree of initiative, good judgment, analytical skills, and integrity.
  • Apply and promote results-based management (RBM) principles and a client-oriented approach consistent with A4HU rules and regulations.
  • Perform other duties as assigned.





Qualifications, Skills and Experience:

  • Graduate degree in Social Work, Development studies, statistics or relevant field. A Post Graduate Degree in M&E will be an added advantage.
  • Strong knowledge and experience in data collection, entry and the use of modern techniques.
  • At least four years of experience in performance monitoring and evaluation for development programs, including developing performance indicators, data collection tools and analysis.
  • Skills and experience with numerical methods and database management.
  • Strong analytical skills.
  • Excellent Oral and written communication skills.
  • Excellent interpersonal skills with the ability to work as part of a team.
  • Strong knowledge of information systems is desirable.
