Job Summary:  The WASH Officer is responsible for social behavior change activities in rural communities within a designated Sub- County/District. These activities include training communities directly, as well as training and supervising community leaders to monitor and promote progress. The ideal candidate is is primarily responsible for implementing the Water, Sanitation, and hygiene promotion program in accordance with Lifeline Water, Sanitation Health and Hygiene (WASH) program strategic plan with WASH promotion experience, being a proactive and eager learner, organized and effective communicator, and embrace a participatory approach to promoting behavior change that respects the dignity and challenges communities face in taking up healthy new behaviors.

 

Key Duties and Responsibilities:

Programme development

  • Participate in the planning and assisting in developing a model & carrying out baseline assessments of Water, Sanitation and Hygiene conditions in selected communities & in new program locations
  • Developing an evaluation model for monitoring and post-training surveys
  • Undertaking Needs Assessment and data collection in selected communities/institutions (i.e. population, latrine coverage, water sources)
  • Facilitating community mobilisation (i.e. working with local leaders to ensure community participation), engaging local beneficiaries in the mobilisation/training process.
  • Participating in and documenting training activities for new communities utilising participatory methods
  • Assisting in the design of a training methodology/approaches such for CLTS+, CHAST, WSC etc for Lifeline WASH program
  • Undertake research into new methodologies/approaches relating to the WASH sector.
  • To ensure field level monitoring of the quality of all works implemented within the scope of the project, and participate in the implementation of the project impact survey and evaluation,
  • Collect and keep record and documentation of the deliverables in liaison with M&E department.
  • Advocacy and support in mainstreaming EverFlow to the selected communities for preventative maintenance of the WASH facilities for sustainable O&M.
  • Undertake any other tasks that may be delegated by the Senior WASH Officer/ Senior WASH Programme Manager that are in keeping with the scope of the role

Specific programme activities

  • Identifying activists/stakeholders within communities for being members of the Water and Sanitation Committees.
  • Develop a training methodology and lead training of Water and Sanitation Committees and monitoring their activities providing they support when required
  • Developing a training methodology for the Lifeline Water, sanitation, and hygiene promotion program (training for Community WASH, CLTS+ CHAST, WSC etc.) & leading the training and monitoring their activities providing support when required to Health Assistants, Community Development Officers, VHTS etc.
  • Proposing to the Senior WASH Officer the list of materials needed on a weekly basis & update the Senior WASH Officer about the use of the assets and equipment used during the activities and ensuring that the materials are kept in good working condition.
  • Preparing the weekly reports to provide relevant information to the Snr. WASH Officer including outcomes of the past week and proposed ideas for the coming week.
  • Presenting to the Sr. WASH Officer detailed reports on trainings & other activities conducted, assessments and evaluations.
  • Referring to his/her supervisor of any other relevant issue affecting their work.




Qualifications, Skills and Experience:

  • A relevant first Degree from a recognised University in Public Health, SWASA, Public Administration, Development Studies, Social Science, Environmental Health Science, any discipline related to Water, Hygiene and Sanitation
  • At least three years of humanitarian work preferably with international NGO, or any other national organism related to Health, Community work and Sanitation
  • Sound understanding of a community development approaches to water supply, sanitation and hygiene promotion project work such as CLTS, CLTS+, PHAST, CHAST etc

 

Professional Attributes

  • Sound report writing skills
  • Strong verbal communication skills in English and Luo-as an added advantage
  • Computer literacy in Microsoft Word and Excel

  • Flexibility, adaptability, and willingness to take on tasks and learn to apply new WASH methodologies/approaches in community settings.
  • Ability to quickly understand local cultural and customary norms
  • Comfortable and capable adapting work and priorities to respond to changing situations to advance organizational goals and objectives.
  • Humble: appreciates the dignity and constraints of rural communities in changing behaviors and communicates a humility and respect in approach to listening and speaking to community members, including in trainings.
