About US:

Introduction The Government of the Republic of Uganda has received financing from the International Development Association (IDA) towards the implementation of the Uganda Covid-19 Response and Emergency Preparedness Project (UCREPP).  The Project is being implemented through existing government structures whereby respective Departments at the Ministry of Health and other government parastatals are responsible for implementing respective components of the Project.

 

Job Summary:  The Monitoring and Evaluation Officer will ensure that the performance of the project is monitored to achieve the desired goals.

 

Key Duties and Responsibilities: The Monitoring and Evaluation Officer will carry out the following duties:

  • Support the project coordinator in establishment of MK systems and protocols required for reporting the project performance working closely with the M8E of the MOH especially HMIS and disease surveillance and their interoperability with refugee data systems.
  • Provide overall coordination and oversight for implementation of the project ME system to ensure timely and quality information on the project performance indicators including refugee data.
  • To prepare timely project progress reports on the status of performance indicators including the results framework and implementation as required by the coordinator and consultant, operations
  • Organize training programs for staff at the laboratories supported by the project in data collection and reporting
  • Support development and implementation of computerized laboratory information systems
  • Facilitate special studies and surveys planned under the project including Operation research
  • Undertake periodic visits to project laboratories to identify implementation bottlenecks in M&E and bring them to the notice of the project for prompt resolution
  • Perform other tasks relevant to the project assigned by the project coordinator




Qualifications, Skills and Experience:

  • The applicant must be a Ugandan National with a Bachelor’s Degree in Statistics or Social Sciences or Monitoring and Evaluation or Project Planning or Economics or Demography or Physical Sciences or Bachelor’s Degree in Engineering in either Civil or Mechanical or Electrical from a recognised University or Institution.
  • The applicant should possess a Post Graduate Diploma in any of the fields above.
  • The applicant should have a minimum of ten (10) years working experience with three (03) years experience in M&E.
  • The applicant should have computer skills such as MS Word, Excel, PowerPoint and ability to analyse and make reports.
