Job Summary:  The Governance and Peace programme of the UNDP Country Programme 2021-2025 under which the position of Governance and Peace Officer falls, is designed to contribute to the National Development Plan (NDP)III priority programmes namely:  Governance and Security Programme; Legislature, Oversight and Representation Programme, Administration of Justice Programme and Community mobilization and mindset change Programme. The portfolio also contributes to i) Sustainable Development Goal (SDG) 16 on Peace, Justice and Accountable Institutions; SDG 5 on Gender and Women Empowerment; ii) UNDP’s Renewed Strategic Offer for Africa that is aimed at enabling the SDGs, Africa Agenda 2063 and UNDP Strategic Plan 2022-2025, especially the signature solutions of governance, resilience and gender equality; the strategic direction of structural transformation and leaving no one behind; and the enablers of digitization and innovation.

 

Building on the lessons and successes of past UNDP governance programming interventions, the Governance and Peace Strengthening programme will be centered around three broad thematic areas: i) Access to and Administration of Justice; ii) Strengthened Accountability in Public Service Delivery; and iii) Promoting Peace, Social Cohesion and Resilience.  Each of the thematic areas will comprise specific activities to be implemented via select Government Ministries Departments and Agencies (MDAs), Parliament, the Judiciary and in partnership with non-state actors including Civil Society Organizations, Private Sector, Faith Based Organizations (FBOs), Cultural Institutions, Academia and Media.  As the Country Office implements the Governance and Peace Strengthening Programme, the expertise of a Governance and Peace Officer is required.

 

Key Duties and Responsibilities:

  • Under the overall guidance of UNDP Senior Management and direct supervision of the Team Leader, the Governance and Peace Officer will contribute to delivery of UNDP’s Transformational and Inclusive Governance portfolio while ensuring synergies with the other programme portfolios of i) Sustainable Management of Natural Resources and Resilient Development Inclusive and Sustainable Growth; and ii) Sustainable Management of Natural Resources and Resilient Development. S/he will also facilitate linkages and collaboration with the key programmes of: (i) Digitalization, Innovation and Smart Cities Programme, (ii) SDG’s Integration and Acceleration Programme; (iii) Inclusive and Sustainable Growth Programme, (iv) Nature, Climate, Energy and Resilience Programme; and (v) Youth4Development Programme.
  • The Governance and Peace Officer will contribute to and be responsible for the following key duties and accountabilities:
  • Lead Programme and project management
  • Programme and Projects design
  • Nurturing of strategic partnerships and resource mobilization
  • Lead Programme monitoring and evaluation
  • Lead evidence based generation, knowledge building, quality periodic reports and advocacy
  • Lead Programme and project management
  • Facilitate implementation of ongoing activities under the Governance and Peacebuilding programme and in collaboration with the other flagship programmes.
  • Provide quality assurance support during programme planning, implementation, progress monitoring and reporting.
  • Provide timely and relevant technical and operational information in preparation of UNDP Country office ‘s (CO) participation in inter-agency and other development group focusing on issues of thematic and institutional linkages and coordination.
  • Lead the adoption and application of the 2030 agenda for development and the SDGs, Results Based Management (RBM), Gender Mainstreaming, Human Rights and Transformational Development Approach (TDA) methods in the programme and projects implementation and reporting.
  • Contribution to continuous monitoring and assessment of the programme impact with special attention to potential perverse effects to political, social and economic governance including human rights, in order to inform strategy readjustments.
  • Preparation of regular updates on programme component activities, outputs and outcomes as input to aggregate programme reports.
  • Contribution to continuous risk assessment, analysis and management; identification of operational and financial problems; development of solutions and participation in programme audit planning, implementation and follow up.
  • Contribute to project closure processes for the concluding projects and transition to the new CP and projects; and undertake other duties assigned by the Team Leader.

Programme and projects design

  • Contribute to the UNDP programming through translating UNDP priorities, experiences and lessons learned to inform strategies and concept proposals for projects.
  • Conduct research on topics as assigned, analyze information and synthesize into a clear summary to facilitate strategic programme and projects design.
  • Coordinate consultations as guided, for informing programming strategies; and
  • Provide substantive analysis to inform policy, programming, and resource mobilization strategies.

Nurturing of strategic partnerships with focus on

  • Identification, mobilization and engagement of key stakeholders at the national and local levels to foster programme ownership and partnerships.
  • Reporting the extent of stakeholders’ ownership of development strategies promoted by UNDP.
  • Provide technical advise and input to partner support in the programme thematic area.
  • Contribute to the identification and maintenance of contacts and effective relations with partners; and
  • Participate in designated thematic and technical working groups.

Lead on Programme monitoring and evaluation

  • Contribution to continuous monitoring and assessment of the programme and projects impact, in order to inform strategy readjustments.
  • Contribute to results-based management of the portfolio (annual and quarterly workplans, monitoring and evaluation, recruitment and procurement plans, and donor reporting).
  • Contribute to the development of a comprehensive M&E framework to measure the performance of the programme.
  • Contribute to the formulation of qualitative and quantitative substantive reports.
  • Contribute to quality assurance of the programme.
  • Lead evidence-based generation, knowledge building, quality periodic reports and advocacy through
  • Providing analytical works, for evidence-based decision-making in the pursuance of good governance.
  • Periodic analysis and preparation of thematic reports, assessments, policy briefs, commentaries, guidelines, and communication materials as applicable.
  • Providing timely and relevant technical and operational information in preparation of UNDP Country Office participation in inter-agency and other development group meetings, focusing on issues of thematic and institutional linkages and coordination; and
  • Contribute to knowledge networks and relevant communities of practice.
  • Facilitate collection, recording and dissemination of international best practices as well as lessons learned for informing improvements in the programme.




Qualifications, Skills and Experience:

  • The ideal applicant must hold a Master’s degree in Law, Governance areas, Peacebuilding, Social Sciences, development studies or related field.
  • At least two years of progressive work experience in the field of Governance and Peacebuilding in thematic areas such as access to justice, rule of law, conflict management and response, human rights, accountability and civic engagement.
  • Experience in Programme and Project development and management; including planning, implementation, monitoring, reporting, and stakeholder liaison.
  • Research, analysis, policy formulation and advocacy experience.
  • Preparation of knowledge products such as analytical papers, concept and reports.
  • Sound analytical knowledge in the thematic areas of Governance and Peace with focus political, legal, social, cultural and other relevant issues.
  • Good planning, facilitation skills, communication skills with an ability to transfer knowledge and skills in institutional environment.
  • Proven ability to work effectively with people at all levels of an organization, maximizing coordination and cooperation e.g., in an internal organization, with Government, a Non-Government Organization or Consultancy Firm.
  • Demonstrated ability to draft, edit and produce results-focused reports and technical papers.
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based information management systems.
  • Proficiency in oral and written English
  • Working knowledge of other UN languages is an asset.
