The Uganda National Roads Authority (UNRA) was established by the National Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general roads policy and contribute to addressing of transport concerns.

 

Job Summary:  The RAP Monitoring and Evaluation Senior Officer to work closely with the project RAP team and monitoring teams on all monitoring and reporting aspects of resettlement. The RAP Monitoring and Evaluation Senior Officer will also spearhead internal monitoring activities and report to the project Resettlement Action Plan Team Leader. The M&E reporting will be in line with IFC monitoring requirements and will contain: (i) accomplishment to-date, (ii) objectives attained and not attained during the period, (iii) challenges encountered, and (iv) targets for the next quarter and shall be integrated into the overall Project Progress Report, which will be submitted to Project team members and the DFIs.

 

Key Duties and Responsibilities:

  • Support UNRA with provision of on-going monitoring and evaluation of all aspects of resettlement on Kampala Jinja Express Way including those at RAP Planning, RAP Implementation and Post compensation and the physical resettlement processes while providing specific attention on the vulnerable Project Affected Persons;
  • Refer to IFC Performance Standards and the updated project Land Acquisition and Resettlement Framework (LARF), customized RAP annexes, UNRA policies and relevant applicable laws to guide the execution of the assignment;
  • Review the Project LARF, customized volume-based Resettlement Action Plans (RAP) to identify mitigation measures, proposed entitlements for different categories of PAPs, livelihood restoration requirements, monitoring indicators (both input and output indicators) and develop a monitoring plan/schedule which will form a baseline for the monitoring work on the project;
  • Review and update the existing project monitoring and evaluation system and reporting templates to ensure compliance with expectations of UNRA Project Team, IFC and Donor reporting;
  • Develop monitoring report template for each of the indicators and train project staff on use of the developed templates;
  • Develop a monitoring plan specifying the monitoring requirement, method and frequency (such as daily, monthly, bi-annual, annual etc.) for the different PAP categories;
  • Manage the execution and reporting of RAP implementation performance monitoring and evaluation to measure physical progress against milestones established in the RAP annexes or RAP Implementation work plan covering all aspects of the project including, stakeholder engagements, census, asset inventories, valuation assessments, social economic surveys, grievance redress procedure, compensation payments, physical resettlement and relocation of PAPs, livelihood restoration initiatives, clearance of the ROW, Titling among others;
  • Take lead in carrying out Post Compensation Monitoring for every PAP compensated or physically resettled and prepare reports on findings including impact of resettlement on PAPs and host Communities;
  • Monitor and report on the progress of Implementation of livelihood restoration measures proposed for businesses and small agricultural famers including wetland farmers to determine impact of the resettlement on their incomes;
  • Take lead in carrying out the RAP Completion Audits to assess whether the outcome of RAP Implementation complies with the agreed involuntary resettlement strategy, whether efforts to restore the living standards of PAPs have been properly conceived and executed and whether the mitigation actions proposed in the RAP have had the desired effect;
  • Take lead in supporting the process of Independent Monitoring being handled under IFC funding and avail all required monitoring information;
  • Update RAP profiles in the database to reflect post compensation and resettlement information obtained during monitoring and evaluation;
  • Provide continuous Monitoring and reporting of up-to-date status of the overall resettlement processes and prepare monthly, quarterly and yearly reports for submission to the project team and DFIs.





Qualifications, Skills and Experience:

  • The applicant must hold an Honors Degree in Social Sciences, Statistics or any other relevant field.
  • A Master’s Degree in a related field will be an added advantage;
  • A Post graduate qualification in Monitoring and Evaluation will be an added advantage.
  • At least five years of work professional experience of monitoring and evaluation in a highly reputable organization.
  • Computer knowledge in key software used for Monitoring and Evaluation is a must.
  • Demonstrated practical experience in Social and Gender components including preparation of Social Impact Assessments and Resettlement Action Plans (RAPs).
  • Strong analytics and financial modeling skills is an added advantage.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.
  • Expertise in analyzing data using statistical software;
  • Strong training & facilitation skills;
  • Demonstrated working experience in managing diverse professionals.
  • High level of integrity.
  • Ability to work as part of a team and to develop subordinates.
  • Excellent interpersonal, particularly staff/management relations, oral and written communication skills.
  • Ability to deliver accurate results in a timely manner and in an environment with multiple and challenging task.
