Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.

 

Job Summary:  The Procurement Officer will perform procurement process to ensure timely availability of goods and services while considering value for money procurements

 

Key Duties and Responsibilities:

Procurement Planning

  • Support development and consolidation of departmental plans into procurement master plans.
  • Follow up with user units on the implementation of the procurement plans.
  • Conduct awareness sessions on Baylor procurement processes and procedures.

Supplier Evaluation Support / Supplier Engagement

  • Conduct market surveys for supplier best price evaluation
  • Put together the relevant information/ documents to be used in the supplier evaluation exercise.
  • Circulate RFQs to vendors to bid for procurement of goods/services.
  • Take meeting minutes of the supplier evaluation activity.

Documentation & Record Support

  • Regularly track the progress of procurement activity across the department.
  • File all procurement-related records such as evaluation reports and LPOs.
  • Collect Invoices and other supporting documentation for supplier payment processing by the Finance team.
  • Reconcile the LPOs in Navision systems visa via the BVA

Procurement

  • Prepare purchase order documentation and contracts of goods, services and works in accordance with Baylor-Uganda procurement guidelines.
  • Check that all requisitions have accurate specifications and check these against supplier deliveries.
  • Provide technical support to user departments in specification development and contract management in line with Baylor-Uganda procurement policy guidelines.
  • Respond to audit issues and recommendations

Supplier Engagement

  • Follow up on supplies to be delivered and give regular progress updates to the user department.
  • Regularly conduct supplier appraisals and document the results.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Business Administration /Procurement
  • Professional Qualifications (e.g. CIPS), Master in procurement is an added advantage
  • Three years of related work experience
