Job Summary:  The Monitoring and Evaluation Technical Officer will be tasked with strengthening the capacity of the MOH’s Division of Vaccination and Immunization and National COVID-19 vaccination situation room in management and use of data to drive strategic planning, resource allocation and targeted technical assistance and supervision to districts.

 

Key Duties and Responsibilities:

  • Lead the coordination of M&E functions to support national level coordination efforts, including leveraging of the private sector.
  • Work with partners and program team to gather success stories and anecdotal evidence of progress
  • Work with MOH-UNEPI team, partners, and M&E focal points to integrate M&E into ongoing vaccination planning and implementation systems and ensure adherence to MOH guided M&E minimum standards.
  • Work as part of a broader team to design, facilitate and support COVID-19 vaccination data collection and analysis systems, feedback and reporting.
  • Generate weekly vaccination data reports from the MOH data management system at regular intervals, ensuring reports/information are available for program implementation staff as required.
  • Support the management of COVID-19 Vaccination information management systems including following up with and providing ongoing skills building technical support to users at district and facility level
  • Support the MOH UNEPI team in the evolution and application of new innovations for COVID-19 vaccination information management system such as certifications, validation of certificate beneficiaries, missing certificate requirement.
  • Support new innovations in UNEPI program that are aimed at supporting COVID-19 vaccination as well other key interventions, e.g Smart Paper Technology (SPT), Immunization and Data Quality Apps dashboards, among others
  • Support monitoring the usage of the COVID-19 vaccination information management system and follow-up on any issues both on the dashboards generated and through field-based reports from partners and program staff
  • Support the consolidation of data from the district across the different sources, as well as conduct required analytics and help the UNEPI team to generate appropriate presentations and visuals
  • Support the UNEPI team in coordinating and
  • communication with districts and regions, in close collaboration with the MOH call center team and other identified call center agents
  • Any other tasks that may be assigned by the Supervisor





Qualifications, Skills and Experience:

  • The applicant must hold a basic degree relevant to the above functions: Public Health, Social Sciences, Epidemiology and post graduate training in Monitoring and Evaluation.
  • Minimum of 1-10 years of work experience in public health program implementation
  • Significant experience and or knowledge of immunization and vaccination in Uganda including related key monitoring indicators
  • Ability to work with and understand health data and health management information systems, including presentation of data in creative ways.
  • Excellent knowledge and application of both quantitative and qualitative data analysis techniques
  • Excellent written and oral communication skills in English, and must be able to communicate and coordinate effectively with Government of Uganda officials, other donors and partners
