Job Summary:  To support the project in systematic data collection and management of MEAL databases for timely and evident reporting, to ensure quality M & E programming and humanitarian accountability within the framework of World Vision and donor standards and guidelines at settlement levels.

 

Key Duties and Responsibilities:

  • Developing and supervising the administration of the project performance M&E tools to track indicators in line project log-frames, DIP and M&E Plans.
  • Preparation of field tools for data collection.
  • Develop project tracking tools in coordination with MEAL coordinator
  • Organize for field pre-testing of data collection tools.
  • Ensure MEAL tools are well administered according to set guidelines.
  • Ensure all MEAL tools used for data collection are properly tagged or serialized for easy tracking/tracing.
  • Design plans for administering MEAL tools.
  • Maintaining and collecting data and updating progress of work plan.
  • Undertake field trips to distribution points and commodity markets for purposes of field monitoring and supervision of field staff.
  • Ensuring proper filing of incoming and outgoing MEAL documents of various activities within MEAL unit focusing on achieving the following results
  • Documents of various activities are well filed in chronological manner for easy retrieval and references.
  • Documents of various activities are stored according to WV document storage policy for easy references and audit reviews.
  • Ensure digital databases backups are stored in a safe and accessible environment.
  • Take lead in development of success stories and documentaries for evidence reporting.
  • Coordination with communications department to document key project activities for donor engagement
  • Analyzing both qualitative and quantitative data that provides descriptive & inferential statistics as well as in-depth understanding of the project indicators
  • In charge of all data analyzing using appropriate statistical packages such as SPSS, EPI INFO, Excel, Word & Access.
  • Generate appropriate reports from analyzed data for management use in decision making.
  • Compile and analyze complaints & feedback and maintain the complaints & feedback database.
  • Providing technical guidance and supervision to all staff members under the MEAL department to ensure efficient implementation of M&E activities
  • Capacity building of MEAL assistants, Help Desk assistants, volunteers in the implementation of MEAL activities.
  • Development of a capacity building plan for all cadres of staff within the MEAL unit.
  • Conduct structured and ad-hoc training for staff on MEAL.
  • Review attendance registers & payments for volunteers or casual staff engaged by MEAL unit.
  • Supervise all MEAL staff to ensure they perform their duties diligently.
  • Report any anomalies, incidents of fraud or other issues to their supervisors immediately they discover them.
  • Conduct periodic performance appraisals for MEAL assistants, Help Desk Assistants & volunteers.
  • Take lead in learning, reflections through Learning Events and Reflection meetings in order to inform, guide and direct WV future programming
  • Take lead in documenting lessons learned, and best practices to enhance program quality.
  • Take lead in dissemination of findings to all staff on a monthly basis.
  • Document recurring issues.
  • Participate in the organization of learning events and reflection meetings.





Qualifications, Skills and Experience:

  • The ideal applicant must hold a degree in Statistics, Development Studies, Social work and Social Administration, and any relevant experience in Monitoring and Evaluation.
  • At least two years of Demonstrated experience in participatory, community-driven facilitation skills and experience in data management.
  • Two years of experience working with vulnerable communities and familiarity with food distribution and rights based programs
  • Excellent demonstrated M&E including situation analysis and problem definition report writing skills and written communication skills in English
  • Demonstrated ability to design/formulate monitoring tools
  • Computer literate
  • This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision. He/she should be able to cooperate with other units. He/she must be keen on details and well organized individual.
  • Past experience preferable with a humanitarian agency.
  • Multi diversity and ability to easily establish rapport.
