Job Summary:  The Resilience and Emergency Programme Specialist, in coordination with the Food Security and Livelihoods (FSL) Team, will closely work with the FAO Uganda program team and Service Providers in ensuring that progress towards development results are systematically monitored, documented and analyzed to support decision-making, accountability, learning and adjustments in strategies and approaches. S/he will work in coordination with the FSL Team to ensure that the reporting and mapping of activities across all of FAO’s emergency interventions, inclusive of displacement, food security, livelihoods protection and recovery, are carried out on an efficient and timely manner. Furthermore, s/he will liaise with FAO emergency partners to ensure quarterly activity reporting in the refugee response and for the national Food Security, Livelihoods and Nutrition (FSLN) Technical Working Group as part of FAO’s co-chair role in the multi-hazard coordination structure.

 

Key Duties and Responsibilities: In coordination and consultation with the FSL team, the Resilience and Emergency Programme Specialist will:

  • Liaise with other UN agencies in reporting on progress against the UN Cooperation Framework (2021-2025), other UN programmes (including national, regional and global appeals) and in the harmonization of data standards and sharing (including Activity Info in the refugee response);
  • Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans, working across all programmatic teams (e.g. agroforestry, climate change and livelihoods), to ensure quality reporting against the UNCF and the Refugee Response Plan among other UN and national platforms as well as national, regional and global emergency response appeals (e.g. Desert Locust);
  • Liaise, collaborate and follow-up with FAO Uganda personnel, Service Providers and primary stakeholders to ensure timely reporting as outlined in LOA and cooperation frameworks, which includes developing reporting templates and guidance as well as supporting any required changes and technical support to enable quality reporting, including but not limited to use of Activity Info and periodic reports;
  • Participate in periodic data collection and analysis, including but not limited to FAO’s Resilience Index Measurement and Analysis (RIMA), Detailed Livelihoods Impact Assessment and baseline/endline assessments, in partnership with the M&E Unit;
  • Participate in the quarterly FSLN Technical Working Group meetings co-chaired by FAO to provide support to information sharing across stakeholders and drafting meeting minutes;
  • Under the supervision of the Food Security and Livelihoods Coordinator, monitor and, whenever needed, support operational and procurement processes related to project implementation, including but not limited to engagement of Service Providers, monitoring procurement processes, etc.
  • Undertake any other activities as requested.

 

Key Outputs

  • Supported FAO Uganda personnel, implementing partners and field-based organizations to review information captured and implement any required changes, support, training and refresher training on a quarterly basis;
  • Facilitated reporting across FAO programmatic areas and implementing partners in Activity Info to ensure timely and accurate reporting against FAO’s work in the refugee response for quarterly and annual reporting and against the UNDAF




Qualifications, Skills and Experience:

  • The applicant for the Food and Agriculture Organization of the United Nations (FAO) Resilience and Emergency Programme Specialist job should hold a University degree in a subject related to the work of the Organization. Advanced degree is an asset
  • Five years of relevant experience in working on humanitarian and/or development programming
  • Work experience in more than one location or area of work, particularly in field positions, is desirable;
  • Experience in the field of resource mobilization and programme management, preferably in humanitarian settings;
  • Ability to write clearly, concisely and effectively;
  • Work experience in the areas of advocacy and communication is considered an asset;
  • Knowledge of UN or standard operational rules and procedures and project/programme administrative management procedures is considered an asset;
  • Ability to work independently, under time pressure and meet deadlines;
  • Thoroughness and reliability, sense of diplomacy and tact.
  • Working knowledge of English.
  • National of Uganda
