About US:

The Uganda National Roads Authority (UNRA) was established by the National Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to develop and maintain the national roads network, advise Government on general roads policy and contribute to addressing of transport concerns.

 

Job Summary:  The Resettlement Specialist will work with the project RAP Team to implement specific actions as proposed in the RAP Annexes customized to different volumes.

 

Key Duties and Responsibilities: The resettlement specialist shall be required to support on all aspects of RAP Implementation including, but not limited to;

  • Reviewing of RAP annexes and Identifying Implementable Actions including engagement with IFC and lenders as necessary;
  • Draw an implementation plan for the different actions Identified;
  • Work closely with the identified households, the project RAP team and the relevant experts to develop resettlement site selection criteria;
  • Take lead in engaging key stakeholders (both internal and external) on identified resettlement sites, developed site plans among others, carefully document views and feedback to enable improvement and conclusion of resettlement site selection and development of site plans among others;
  • Support the affected households especially the vulnerable to develop customized relocation plans, maintain a profile for each family and support the realization of the developed plans accordingly;
  • Take lead in handling the process of acquiring the identified resettlement sites including incentivizing some households to find land themselves through a patchwork / infill approach;
  • Take lead in engaging with the Host Communities to promote acceptability of the resettlement project plans;
  • Take lead in developing key recommendations to take into consideration during the development of site Plans for the resettlement sites and to recommend appropriate interventions to make the sites suitable for resettlement;
  • Support the dissemination of the housing typologies to the affected persons;
  • Work together with the RAP team to support the UNRA service provider in the other experts on the project to develop preliminary site designs and lay out;
  • Work closely with the UNRA RAP project team to recommend the social infrastructure and services to be provided at the resettlement sites, where they do not exist so as to ensure that the resettlement sites are functional The services may include and not be limited to community roads, water supply, electricity, feeder roads, schools, health service, etc., as well as plans to maintain or provide a comparable level of services to host populations;
  • Take lead in making arrangements for regularizing tenure and transferring titles for those who will fall under physical resettlement, including any assistance to accessing security of tenure for those previously lacking full legal rights to land or structures;
  • Coordinate the implementation of all other targeted assistance (including identifying and engaging external service providers) to the identified vulnerable households to enable them to replace their land and houses. This assistance will mainly apply to vulnerable households that are not eligible for in-kind physical resettlement but who require to work closely with their families (where they exist) to identify potential replacement land and house, facilitate the payment process and support the physical relocation for them to a successful transition;
  • Work with PAPs scheduled for cash compensation to document relocation plans following the Identification, Verification and Disclosure exercise and follow up on the relocation plans within the six months’ vacation notice;
  • Take lead in serving of vacation notices to PAPs who have been paid Cash such that they are aware of the need to provide vacant possession within the given notice period;
  • Work closely with the UNRA Enforcement Department in clearing of the acquired ROW and submit PAP relocation information to the Monitoring team for follow up;
  • Prepare monthly progress reports on the implementation plan developed for the different actions Identified in the RAP annexes;
  • Perform any other related duties as may be assigned from time to time by management.




Qualifications, Skills and Experience:

  • The applicant must hold an Honors Degree in Bsc. In Land Economics or related fields;
  • Possession of a Post Graduate Degree in Sociology, Development Studies, Anthropology or related field;
  • Membership to a professional body is an added advantage;
  • A minimum of ten years practical experience with both the development and implementation of RAPs and Livelihood Restoration Plans;
  • Experience working in Uganda, including an understanding of the local land tenure system is an added advantage;
  • Experience working in rural and disadvantaged communities, including engaging directly with key stakeholders within these contexts;
  • Computer Literacy is a Must.
  • Working knowledge of the requirements and application of IFC Performance Standards, World Bank Safeguard Policies in particular Performance Standard 5 on Land Acquisition and Involuntary Resettlement;
  • Ability to compile, analyze and present data in a coordinated and cohesive manner.
  • High level of integrity;
  • Ability to work as part of a team and to develop subordinates;
  • Excellent interpersonal, particularly staff/management relations;
  • Excellent oral and written communication skills;
  • Ability to manage/supervise multi skilled teams and deliver accurate results in a timely manner in an environment with multiple and challenging tasks.
  • Ability to work under minimum supervision.
