Job Summary:  Reporting to the DINU/LEWA Consortium Coordinator, the MEAL Coordinator will act as a Centre Point for Uniformity in MEAL approaches across the Consortium by managing, strengthening, leading development of MEAL tools and Frameworks and any other Standard Operating Procedures (SOPs) and processes, ensuring MEAL cross-learning in the project, and building the capacity of consortium staff. The MEAL Coordinator will work closely with the Consortium team and partner staff to develop high quality monitoring systems and tools which address indicators set out in project proposal. She/he will ensure that learning from the project is systematically captured and used throughout the Consortium.  Ensures overall functionality of the MEAL function in the Consortium.

 

Key Duties and Responsibilities:

Planning and Monitoring 40%;

  • Responsible for development and updating of Project Monitoring tools and frameworks such as M&E plans, consolidated annual work plans and putting in place mechanisms for real time and routine tracking project progress
  • Provide strategic leadership and direction for the development and maintenance of MEAL systems, and the roll-out of new initiatives
  • Ensure integration and the dissemination of MEAL-related innovations, promising practices and lessons learned to contribute to the Consortium and the LWF Uganda Country Program.
  • Lead the design and implementation of assessments, gender analysis, stakeholder analysis, organizational capacity assessments, and other pre-program data collection and analysis, including tools and methods, appropriate to scope, context, and technical requirements of the Consortium.
  • Focal Person for project Databases.
  • Focal Person for MEAL Capacity building activities.

Accountability 30%;

  • Support preparation of quarterly and annual reports by providing technical input to ensure high quality are produced and disseminated to stakeholders on a timely manner.
  • Coordinate feedback and response activities.

Learning 15%;

  • Ensure continuous learning and improvement through reflection sessions on good practices (what is and not working).
  • Cultivate strong, collaborative relationships with donors, Consortium partners, government officials, local organizations, communities and other stakeholders
  • Build the MEAL capacity of Consortium staff and partners to ensure quality data collection and monitoring, and identify methods for increased partner involvement

Evaluation 10%;

  • Responsible for conducting impact assessments and producing impact monitoring reports for Consortia’s internal use as well as for Donor reporting throughout the project cycle. S/he develops ToR for external consultants and supervises the whole process of MEAL related consultancies.
  • Support all aspects of realizing studies and evaluations, including overseeing and defining sampling strategies; attending research and tool training workshops; leading quantitative, qualitative and participatory data collection efforts; supervising the execution of field studies and ensuring the reliability and validity of data collected therein.

Other duties 5%:

  • Perform any other duties as may be assigned by the supervisor.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree in monitoring and evaluation, Social Planning, Development Studies or the equivalent;
  • Demonstrated experience within Consortia;
  • A minimum of five years of related work experience in a management position in NGOs.
  • At least five (05) years of related work experience in a management position in an International NGO including experience of field-level management of complex humanitarian response and resilience programs; and all phases of the project/program cycle;
  • Proven experience of successful capacity-building of humanitarian field staff and partners on gender and protection concepts, theory and practice
  • Excellent knowledge in Monitoring and evaluation system and processes,
  • Broad working knowledge and experience of working with EU donors;
  • Well-developed Report Writing Skills;
  • Naturally Analytical with a strong eye for compiling both qualitative and quantitative reports;
  • Ability to work independently with a minimum of supervision;
  • Ability to work under time pressure and meet deadlines;
  • Proven experience in partnering with Project Implementing Teams to ensure the Project Reporting needs are met
  • Excellent Interpersonal and Communication Skills with ability to make complex data simple to understand;
  • Ability to use digitalized data collection software such as Kobo collect and ODK;
  • Broad knowledge and understanding of Project Management Cycle and support activities;
  • Experience in Statistical Analysis Packages e.g. SPSS, excel and google sheets;
  • Experience in Monitoring and Reporting on a Project with one or more of the following thematic areas; WASH, Child Protection, GBV, Livelihood, Hygiene and Sanitation.
