Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.

 

Job Summary:  The M&E Officer is responsible for working with KCCA, Division leadership, the Ministry of Health, health facilities and community structures to support monitoring and evaluation of the project’s in line with established objectives, including the setting of targets, and the achievement of results. He will work closely with KCCA and Division surveillance teams to support the optimal utilization of electronic data capture tools such as ODK so as to improve reporting by both public and private facilities/he will support learning and the application of data to continuously improve the relevance, effectiveness, efficiency, impact and sustainability of the project interventions;

 

Key Duties and Responsibilities:

  • Ensure that the indicators sufficiently capture implementation results for donor accountability and internal learning
  • Collaborate with KCCA system development focal in the customization and functionality of COVID-19 reporting system (database, reporting templates, etc.)
  • Organize/ provide trainings and sharing sessions on COVID-19 reporting to health facility and community health care workers
  • Lead the analysis, interpretation and communication of the results at the program level to inform senior management of significant findings to drive appropriate programmatic and strategic decisions
  • Actively contribute to the preparation of donor reports in close collaboration with system development focal and program/strategy teams as necessary
  • Provide technical assistance and support health facilities and community structures in all relevant aspects of COVID-19 monitoring and evaluation, continual quality improvement, and data analysis, visualization and use.
  • Collaborate closely with other team members to facilitate joint implementation, sharing of information, and problem-solving
  • Ensure high quality, timely reporting of COVID-19 results to the KCCA and MoH.
  • Ensure that implementation of COVID-19 M&E/data management field activities adheres to KCCA and MoH COVID-19 monitoring and evaluation strategies/data management plans.
  • Participate actively in program and technical working group meetings
  • Perform any other related tasks as may be requested by KCCA




Qualifications, Skills and Experience:

  • The applicant hold a Bachelor’s degree in statistics, demographics, or related field. Advanced certificate in M&E/ statistics will be an added advantage.
  • Minimum of three years professional experience in M&E, with responsibility for developing and implementing M&E activities for public health programs/ initiatives.
  • Proven success in implementing, and operating project M&E systems, preferably in health.
  • Knowledge of the major evaluation methodologies and data collection, analysis and visualization methodologies.
  • Advanced skills in Microsoft Excel and database management.
  • Experience in developing and refining data collection tools; conducting data quality assessments and oversight, and providing ongoing capacity development.
  • Proficient in both written and spoken English language
