About US:

Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.

 

Job Summary:  The Program Officer – Health Systems Strengthening will support the MUWRP PEPFAR program to provide technical guidance in; identification of funding opportunities, Generation of RFAs, manage documents, track subgrantee grantee deadlines, performance, adherence to sub grantee contractual obligations and commitments as descripted in approved workplan.

 

Key Duties and Responsibilities:

  • Participating in developing policies, plans, strategic documents, RFAs, guidelines and standards for National, regional and district health facilities.
  • Providing technical assistance and guiding the process of budgeting and operational planning.
  • Providing technical support in program management to a broad portfolio of CBOs, DHTs, Municipalities and other health facilities.
  • Managing collaborations and linkages on program activities with public private partnerships, Government entities, Non-government organizations and communities.
  • Preparing periodic performance reports.
  • Lead the process of identification and engagement of new sub grantees.
  • Track PEPFAR HRH engagements – contract issuance and utilization as aligned to program priorities and intended use.
  • Take lead in overseeing sub grantee workplan development, approvals, contract issuance and funds dispersant.
  • Conduct value for money audits to check alignment of funds dispensed to intended utilization.
  • Track program donations/ issuance to sub grantees and maintain an updated inventory list.
  • Represent the program at stakeholders’ meetings
  • Participate in framing and/or response to RFAs, formulation of; strategic plans, workplans and budgets




Qualifications, Skills and Experience:

  • Must have at least three (3) years of relevant working experience in implementation of an effective sub sub-recipient monitoring function and provision of technical assistance to sub sub-recipients including local governments.
  • Must possess a degree in management with experience managing supervising sub grantees under the PEPFAR program.
  • Post graduate qualification in Management would be of added advantage.
  • Relevant working experience in implementing public health and district level PEPFAR supported programs.
