Job Summary:  The Programme Budget Officer is expected to provide accurate recommendations made to Senior Management and supervisor on appropriate course of action regarding programme budget adjustments and grant conditions because of analysis and observations for follow up action contribute to the successful programme operations/administration and monitoring and result in timely delivery and efficient and effective utilization of donor funds.

 

Key Duties and Responsibilities:  

Budget Planning

  • Support programme sections in results-based budgeting and ensuring work-plan budgets are consistent with CPD approved ceilings.
  • Prepare Country Programme CPD budget templates and scenarios for the CPD and Rolling Work Plans (RWPs) including annual expenditure forecasts to determine funding allocation.
  • Support preparation and review donor proposal budgets and consistency with reporting guidelines and donor conditions.
  • Prepare Country Office payroll information ensuring compliance with expenditure guidelines, donor conditions.
  • Coordinate allocation and rephrasing of new Programme Budget Allotments (PBA) specifying donor conditions, expiry dates and implementation period.
  • Support in development of the country office planning budgets for RR, ORR including the HAC.
  • Create and Maintain Programme Modules of VISION on all aspects of the Country Programme Budget and Grants management including the structure and budget planning figures. Review and complete coding and attributes for PCRs/IRs.

Budget Monitoring

  • Monitor budget execution, including the year end closure and preparation of evidence-based solutions for senior management.
  • Monitor Programme Budget Allotments (PBA) execution and expiration dates, salary cost distribution, external funding, grant expenditures and reporting.
  • Manage and monitor the implementation of payroll funds analysis, activities and cost distribution for the country office.
  • Monitor progress towards the annual ceiling and availability of funds; advise and update allotment lists.
  • Track programme budgets, generate reports, analyse and share monthly and quarterly management reports for review by programme staff and senior management.
  • Verify the funds availability and allotments/carry-over of funds (RR, OR and Support Budget) at CPD.
  • Prepare management indicators reports (including Country Office Scorecard) for All Staff Meetings, Programme Management Team Meetings, Country Management Team Meetings and Senior Management Team Meetings.
  • Compile analyze, and tabulate complex budget data requirements as and when required by management.

Budget Reporting

  • Coordinate UNICEFs input in the various aid harmonization reporting initiatives from the Government of Uganda.
  • Review and provide strategic budget input for donor proposals during grant negotiations, as well as donor reports.
  • Prepare trend analyses on management indicators, expenditure and utilization levels to influence in decision making.
  • Participate in donor discussions during proposal development, review all donor proposal budgets support with review of financial inputs during donor reporting for donors that require customized reporting inputs.
  • As a member of the following committees: CRC, DCT, Prog Coord & Mgt Team, provide support and carry out their tasks as per the Terms of Reference.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a University degree in Accounting, Financial Management, Business Administration or related field.
  • At least two years of work experience in budget management or financial management and monitoring programme execution. Required.
  • Experience in managing system operations of the Organization and producing budget related status report.
  • Experience and knowledge of automated budgeting and accounting systems and of the budget preparation and implementation processes in the organization.
  • Experience in an international organization and/or large corporation is preferred.
  • Experience in a UN system agency or organization some of which served in a developing country is considered as an asset.
  • Advanced knowledge of Microsoft Office, especially Excel required.
  • Experience with IPSAS and/or IFRS is considered as an asset
  • Language: Fluency in English required and another UN language an advantage. Knowledge of the local working language of the duty station is an asset.
