TaRL in VVOB Uganda

Since 2020, VVOB has been implementing TaRL in the refugee and host community districts of Isingiro, Terego and Madi-Okollo. The TaRL programme is currently operating in 180 schools, of which 90 are in Isingiro. You can read more about the current TaRL programme here. Pending funding approval, VVOB anticipates expanding to additional schools in Isingiro district and to start operations in the Rwenzori region. District Support Coordinators are stationed in VVOB operational districts where they maintain a close collaboration with the District Education Offices.

 

Job Summary:  As a District Support Coordinator (DSC), you facilitate and support the training of the master trainers and ensure high quality training of mentors and teachers. In addition, you contribute to the quality of TaRL sessions by regularly observing lessons and providing feedback to TaRL instructors. You also collaborate closely with the District Education Office (DEO) to support monitoring of TaRL implementation and learner progress, among others through regular coordination meetings. You nurture the communication for data collection which involves the MoES focal point, District Education Officers, Center Coordinating Tutors, research partner staff, Office of the Prime Minister among others. You ensure appropriate planning at district level and share these plans to inform the national planning processes.

 

Key Duties and Responsibilities:

  • As a District Support Coordinator (DSC), you facilitate and support the training of the master trainers and ensure high quality training of mentors and teachers. In addition, you contribute to the quality of TaRL sessions by regularly observing lessons and providing feedback to TaRL instructors. You also collaborate closely with the District Education Office (DEO) to support monitoring of TaRL implementation and learner progress, among others through regular coordination meetings. You nurture the communication for data collection which involves the MoES focal point, District Education Officers, Center Coordinating Tutors, research partner staff, Office of the Prime Minister among others. You ensure appropriate planning at district level and share these plans to inform the national planning processes.
  • DSCs work closely with colleagues in their specific TaRL project and collaborate within the TaRL programme and the education department. They report directly to the Project Coordinator and also to the Education Manager based at the Kampala office
  • You offer technical advice, guidance and support to partners and align and collaborate with internal VVOB colleagues to achieve project results and realize the educational change processes supported by the project.
  • You contribute to the identification, formulation, budgeting, implementation, monitoring and evaluation of the project that you are assigned to in order to realize the educational change processes supported by the project.
  • You take up a variety of roles in the capacity development process of the partners according to the needs of the partner and particular situations and phases of the programme;
  • You keep abreast with policy trends, new developments and latest research and thinking in primary education, teacher training models, and national developments in the education sector, and by external and internal networking, share new insights with local partners and VVOB colleagues.
  • If you are our DSC, your workweek will include the following highlights:
  • You will travel to some of the schools in your district with the district education officials to monitor delivery of TaRL lessons and provide feedback to the MEAL Advisor and Project Coordinator
  • You will prepare and present district level progress reports to your colleagues at the Kampala office and the relevant district level offices of the MoES and OPM
  • You will work closely with the operations department to prepare accountability documents for past activities, and new activity sheets, including budgets, for upcoming TaRL activities with master trainers and instructors.
  • You will present at district intercoordination meetings the work of VVOB Uganda in Isingiro district and how we are contributing to improving learner outcomes.





Qualifications, Skills and Experience:

  • The ideal applicant must hold a Master’s degree in education, human sciences, or other relevant field or equivalent experience
  • Experience with change management and capacity development processes in the context of educational institutions.
  • Capability to appropriately plan and deploy a range of capacity development methods – e.g., workshops, training, coaching, mentoring, events, study visits, etc. to strengthen educational institutions and accompany change processes.
  • An in-depth understanding of the national education system and the latest developments in the education sector, specifically the primary education sector in Uganda, and capability to appropriately utilise this understanding in function of the programme that you are assigned to.
  • In-depth understanding of new trends in primary education and teacher training models in Uganda and capability to appropriately utilise this understanding in function of the programme that you are assigned to.
  • Excellent communication skills in listening, writing and public speaking
  • Knowledge of and experience with programme implementation, preferably project cycle management.
  • Capacity to manage service providers in the education sector
