Makerere University Joint AIDS Program (MJAP) is private-not-for-profit company limited by guarantee under Makerere University College of Health Sciences (MakCHS), working towards consolidation of the model for provision of the full continuum of HIV/AIDS and TB prevention, care and treatment services whilst contributing to national health systems strengthening for delivery of quality services.

 

Job Summary:  The Senior Human Resources Officer will provide technical support in the management and implementation of HR function for the Local Partner Health Services –East Central region. S/he will focus on HR administration and compliance of HR policies as per the MJAP policy, USAID partner staffing regulations and the National employment laws. S/he will support recruitment, staff orientation, training & talent management, employee relations, compensation & benefits, performance management, and change management among others.

 

Key Duties and Responsibilities: 

  • Plan and participate in the recruitment process and provide support with documentation, shortlisting, interviews, reference checks in accordance with the recruitment standard and lead times, and regularly update the HR Manager about the progress made.
  • Lead the onboarding process ensuring that all new hires receive induction and complete the onboarding documentation.
  • Support employee contract processing, monitor the contractual status for timely renewals and follow up confirmation of staff on probation in line with annual performance ratings and promotion procedures
  • Prepare monthly payroll updates (payroll administration) and submit to the HR Manager for review and the relevant authorities, before submission to the Finance and Operations Manager
  • Take lead in HR data entry and updating of the HRIS management system appropriately; with information such as: employee status, HR database and payroll; and sending appropriate communications to the employees.
  • Manage the staff personnel files to ensure up to date and accurate information; by routinely filing complete and accurate documents; and regularly auditing of personal files.
  • Prepare and implement a Staff Leave Management plan and policy, ensure all leave requests are authorized by supervisors, verified and accurately captured in the leave database; and record all leave documentation. Verify all leave information during payroll processing and harmonize with time sheets.
  • Ensure employee medical insurance information is accurate prior to payment and follow up with insurance providers to address staff insurance related issues.
  • Coordinate the separation process and ensure the clearance process is accurate and complete; then conduct exit interviews for separating staff and review of exit forms; record information and prepare reports
  • Support the creation of a safe and healthy work environment through organizing appropriate activities.
  • Support the implementation of the change management and transition process




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Human Resource Management, Business Administration with a major in Human Resource Management or its equivalent; or Organizational management
  • A Masters’ degree in Human Resource Management or its equivalent; a Post-graduate diploma in Human Resource Management
  • A minimum of five years of experience preferably in a donor funded project with an International NGO
  • Previous experience and knowledge of basic human resources practices and regulations.
  • Demonstrated strong ability to handle human resources information and documents with high degree of detail, confidentiality, discretion, and good judgment.
  • Excellent Verbal and non- verbal communication skills; and Interpersonal skills.
  • Ability to work independently and follow-through on recurring requests and projects as assigned.
  • Maturity and ability to work as part of a team, interact professionally with staff; handle a variety of tasks and priorities in a time-sensitive environment with a sense of urgency; able to meet competing deadlines simultaneously and effectively.
  • Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, Access, PowerPoint, Outlook, etc
  • This position requires frequent travels in the field to provide and coordinate the required field support
