Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.

 

On behalf of our client, we are looking for a competent, skilled, and experienced Head of HR to work in Uganda.

 

Job Summary:  Effective development and implementation of HR processes for Uganda

 

Key Duties and Responsibilities: 

Primary responsibilities:

Administration:

  • Supervises all activities related to Administration for employees
  • Manages the development and implementation of the HR Information System
  • Manages the secure and effective use of the HR Information system within the UG Branch,
  • Ensures the efficient retention and confidentiality of all HR documents, ensuring ongoing simplification and eliminating duplication.
  • Contributes to, initiates and issues reports required by management as appropriate.
  • Participates proactively in the Local staff and Expatriate staff consultative committees; scheduling and organizing meetings, researching and delivering the responses to requests / queries received, completing the MOM and circulating these to participants.

Mobilisation/Demobilisation:

  • In charge of mobilization and demobilization of employee (internal and contracted) : explain and handle all administrative formalities / processes upon arrival and departure of the new employee (internal and contracted) in liaison with the other support services for offices, IT, etc
  • Holding mobilization and demobilizations meetings with employees (internal and contracted)

 Process:

  • Develops core processes (HR Policy Manual etc.) and any new processes as required.
  • Ensures that relevant Company Management System documents (Policy manuals & procedures…) are developed, updated, published and consistent with company CMS requirements.
  • Design and maintain process documentation for the onboarding and offboarding

Health and Life Insurance Plans:

  • Develops, coordinates and follows up the Health and Life Insurance Plans for future local employees.
  • Works closely with Contract & Procurement Department for contracts matters relating to these plans

 

Compensation and benefits

  • Focal point for C&B activities within the country with strong awareness of unique local requirements
  • Works closely with Contract & Procurement Department for contracts matters relating to the outsourcing of the payroll.
  • Future -Supervises and approves the monthly payrolls for local employees, ensuring that eligible staff receive the correct remuneration at the appropriate time and identifying and implementing system improvements as required.
  • Future – Prepares or verifies all final settlements for local staff

Context and environment:

  • EACOP is a major and complex pipeline project, with a significant number of challenges
  • EACOP is a newly created company for which processes and supporting systems need to be developed.

Accountabilities:

The job holder is responsible to

  • Ensures that an exemplary level of HR administrative services is provided to staff and management.
  • Guarantees the privacy and confidentiality of administrative and payroll data.
  • Ensure an efficient implementation of the national HR requirements





Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in Human Resources or equivalent qualification
  • 10 years in HR administration with at least 5 years as HR team manager in a company of at least 150 employees
  • Knowledge of Ugandan labour law, local and Group C&B practices, HR rules and processes. Mastery of Microsoft Office Products, particularly Word, Excel and Teams. Mastery of Power BI advantageous.
  • Strong interpersonal and communication skills.
  • Analytical and computer skills
  • Solid knowledge of labor law requirement, payroll management and labor contracts.
  • Proactive, autonomous, tactful, organized, customer-service oriented, able to work under stress and meet deadlines. Creates and maintains good relationships with local institutions (e.g., Schools, Colleges, Business associations).
  • Ability to communicate well and interact positively with staff even in difficult situations. Other competencies: Proficiency in English essential
