We provide Comprehensive Primary Health Care, Reproductive Health, HIV/AIDS and Nutrition.

 

Job Summary:  The Human Resource Officer will be responsible for executing administrative, HR, and legal-related tasks related to MTI and donor HR policies and regulations at the regional level.

 

Key Duties and Responsibilities:  

  • Establish and maintain employee records in Unit 4 ERP system and paper files; ensure appropriate information security in line with MTI and donor policies and procedures
  • Manage the recruitment process at a regional level including posting job adverts, and requisitions, processing incoming applications, resume screening, conducting interviews, and processing background checks as requested by the Kampala office
  • Support in payroll preparation by providing relevant data such as timesheets, absences, termination, new appointments, annual leave, and sick leave
  • Coordinate, track, and facilitate all employee leaves
  • Ensure all new hire paperwork is completed and coordinated in liaison with the Kampala office
  • Facilitate onboarding processes to ensure all new staff are informed of MTI policies and benefits, job duties and equipped with the tools to perform their job
  • Data entry and tracking of human resource information to Enterprise Resource Planning system and Human Resource Information System.
  • Support staff health and safety through ensuring insurance enrollment forms are completed, injury claims are processed and safety incidents are reported
  • Liaise with Human Resources staff in Kampala and liaise with managers and supervisors to handle disciplinary action and conflict management according to MTI policy
  • Ensure staff are informed of and adhere to MTI Code of Conduct, PSEA policy, and other HR policies and procedures by providing training, access to print materials, and responding to inquiries
  • Support supervisors in the performance management process by advising in resolving employee issues, creating and implementing plans for staff development, and ensuring performance appraisals are conducted according to MTI policies and procedures
  • Coordinate the employee exit process when an employee terminates, including exit interview, coordination of final pay, and communication with Kampala Office
  • Complete all monthly, quarterly, and annual donor reports and HR Summary reports as required
  • Support In-Charges to maintain quality service provision through adequate staffing by training in how to manage duty rosters and allocate staff in line with Health Facility patient load, HR policies on staffing levels and budget restrictions
  • Ensure volunteers are appropriately managed including providing orientation, connecting to field staff, maintaining regular contact to advise on daily tasks, and resolving issues to ensure satisfaction; manage Volunteers Assistant to ensure smooth guesthouse operations
  • Ensure front office services are handled professionally
  • Develop the capacity of Deputy In-Charge/HR Focal Persons and ensure they are monitoring the correct application of the HR manual and HR policies
  • Ensure direct reports have clear objectives, receive mentorship and participate in capacity building opportunities
  • Conduct performance evaluations and enforce disciplinary procedures as per MTI policy
  • Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult Protection, and harassment-free workplace policies.
  • Other duties as assigned

 


Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s Degree in Human Resource Management, Industrial and Organizational Psychology or equivalent is required
  • At least three years of progressive HR generalist experience
  • Experience working with INGOs in the health sector within the refugee setting is an added advantage
  • Knowledge of HR functions including payroll & benefits administration, recruitment, onboarding and offboarding, and staff development
  • Basic knowledge of Uganda labor laws
  • Working knowledge of Applicant tracking system to manage the recruitment process.
  • Skilled in using ERP database system and/ or other renowned HRIS to manage staff records
  • Skilled at using Microsoft Word, Excel, and Outlook
  • Skilled in conducting training
  • Excellent interpersonal and communication skills
  • Ability to prioritize tasks to meet deadlines
  • Ability to be flexible and manage stress, especially in situations that require a high degree of sensitivity, tact, and diplomacy
  • Ability to be honest and foster an atmosphere of trust and integrity
  • Ability to hold staff accountable to work responsibilities, MTI protocol, and ethical standards
  • Ability to maintain detailed records with high accuracy
  • Ability to maintain the confidentiality of highly sensitive information
  • Ability to support MTI Calling and adhere to the MTI Code of Conduct
