Job Summary:  The Program Officer – Humanitarian will provide
overall support and management to the Uganda Humanitarian Programme. There is a
strong focus on the providing capacity building support to partners especially
in the area of Protection Mainstreaming and Core Humanitarian Standards.

 

Key Duties and Responsibilities:  

Programme
Management and Development

·       
Develop
and manage the programmes under the Humanitarian strategy and country transition
phase out in collaboration with 4 partners and any additional partners that may
come on board based on the current COVID-19 Pandemic.

·       
Responsible
for the effective implementation, monitoring, evaluation (including
facilitating external evaluations) and reporting on programmes in line with
country programme transition plan for a smooth programme closure by 2021/22 ,
partner exit budgets, work plans, agreed standards and donor requirements;

·       
Promote
humanitarian principles and relevant legal frameworks (refugee law in
particular) in the implementation of humanitarian program.

·       
Promote,
capture and disseminate learning from partners and programmes, and ensure that
this informs future Trócaire programme development in different countries.

·       
Ensure
effective management of any other new (short term) Humanitarian projects funded
that may occur e.g. small funds from Irish embassy or any other donor.

·       
Monitor
and Track partner activity phase out plans.

·       
Ensure
accurate records for the projects are kept in line with Trócaire and donor
guidelines.

·       
Ensure
accurate project closures and in accordance with Trócaire guidelines.

Programme Quality

·       
Lead on
the technical quality of the country programme with regard to Humanitarian
work.

·       
Realise
Trócaire’s principles by acting in line with Trócaire partnership approach, and
by promoting and supporting partners’ adherence to jointly agreed
accountability, safeguarding participants, financial regulations, and other
standards, as these emerge.

·       
Keep
up-to-date with development issues and trends, with regard to Uganda and
Humanitarian programming more generally.

Financial
Management

·       
In close
co-operation with the relevant roles in the finance and funding teams, prepare,
manage and monitor budgets relating to both the Humanitarian programmes and
partner-led expenditure.

·       
Ensure
timely transfers to Partners in accordance with agreed Trócaire standards.

·       
Deliver
the programme within agreed budgets or instigate budget revisions according to
evolving needs, in line with Trócaire’s finance guidelines and procedures.

·       
Update
relevant risk registers and monitor them in conjunction with CMT.

·       
Carry
out pro-active partner financial monitoring, in co-operation with the Programme
Accountants

·       
In
collaboration with the Programme Accountant, ensure that all project files are
complete with no missing finance / programme documents

Managing effective
relationships with partners

·       
Manage
relationships with Trócaire’s partner organisations in line with the principles
and standards set in our Partnership Policy, guidance and tools, and in
agreement with the Programme Director.

·       
Work
with partners to regularly assess the quality of the relationship, ensuring
that effective communication channels are in place, and that any shortcomings
are addressed.

·       
Invest
in partners’ capacities, by jointly identifying Partner phase out and
sustainability needs, developing plans to strengthen such capacities,
identifying sources of support, and allocating resources. This can be through a
facilitator or by direct provision of specific capacity strengthening support.

·       
Support
partners in accessing the tools and support required to successfully implement
their annual and quarterly plans.

·       
Ensure
partners are visited on a regular basis and that visits are used as an
opportunity to monitor but also to build partner capacity.

Internal and
external representation

·       
In
co-ordination with the Country Representative and/or Programme Director
develop, nurture and sustain relationships and effective communications with
relevant stakeholders especially at local levels, including local government,
local networks, Caritas Uganda and other agencies working in/on Uganda.

·       
Provide
relevant updates of our work to key stakeholders in various fora especially at
settlement and district levels.

·       
Communicate
with other teams within Trócaire to ensure that the programme is well
understood, and that information is available for fundraising and other
communication, including publications, media briefings, education, etc.

Communications and
Advocacy

·       
Prepare
regular humanitarian situation updates (SITREPs) as per agreed schedule and
format.

·       
Promote,
capture and disseminate learning from partners and programmes, and ensure that
this informs future programme development e.g. case studies, photos,
testimonies etc;

Other

·       
Participate
in planning and review meetings.

·       
Participate
in Lamwo District INGO Coordination network meetings

·       
Any
other tasks which may, in the opinion of the Programme Director be appropriate
for this level of responsibility.

 


Qualifications, Skills and Experience:

·       
The
ideal candidate must hold a third level qualification in: Social Sciences,
Development/Humanitarian Studies, or a related area.

·       
Minimum
five years of working in an international or local organisation in Uganda or
abroad.

·       
Minimum
five years of working in humanitarian programming

·       
Experience
of working in Refugee response.

·       
Experience
of capacity building with local partners.

·       
Excellent
interpersonal, communication and facilitation skills.

·       
Highly
organised, with excellent planning, prioritisation and problem-solving skills.

·       
Excellent
PCM skills including design of projects including M&E systems

·       
Excellent
English writing skills especially report writing skills

·       
Experience
in Monitoring and Evaluation.
