Job Summary:  The Monitoring and Evaluation Officer will
provide oversight for the students’ information management systems (SIMS),
develop and execute Monitoring and Evaluation Plans for the Institute and its
Community empowerment projects. He/she will lead in the quality assurance
management, developing performance management Dash Boards, knowledge management
and be part of the research and ethics committee for the institution. He/she
will also work closely with districts and other partners in executing the
M&E functions of the community empowerment programs/projects. The position
will also support teaching and development of learning materials for the
Participatory Planning, Monitoring and Evaluation Professional Course in line
with the market dynamics and needs.

 


Qualifications, Skills and Experience:

·       
The
ideal candidate must hold a post-graduate Diploma in Monitoring and Evaluation
from a reputable institution with a Bachelor’s Degree in the following
disciplines; Computer Science, Information Technology, Quantitative Economics,
Development Economics, Statistics, Project Planning and Management or other
related qualifications.

·       
A
Master’s Degree in Monitoring and Evaluation, Public Health, Project planning
and Management, Demography, Reproductive health, Statistics, Health
Informatics, epidemiology and biostatistics is an added advantage.

·       
The
successful candidate must have demonstrable experience working with Districts
especially with the health system strengthening (HSS) approach; implementation
Science/operational studies; developing electronic data bases and on-line data
collection tools; catalysing programmatic learning and adaptive management with
Institutions of higher learning, donors, NGOs, contractors, or international
organizations.

·       
He/she
must have ability to articulate technical M&E issues effectively, with the
ability to adapt styles to the needs of diverse audiences.

·       
Other
job requirements include; experience with innovative digital data systems,
tools and devices; experience working with statistical packages such as Stata,
Epi Info, SPSS, Excel etc; experience working with GPS systems such as
Geospatial and ARCH GIS; excellent analytical and writing skills; Team player
with good interpersonal and communication skills.
