About UNRA:

The Uganda National
Roads Authority (UNRA) was established by the National Authority Act, No. 15 of
2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns.

 

Job Summary:  The ICT Officer- Applications Development is
responsible for ensuring that sufficient development resources are available
and effectively applied to application development projects and that
development practices, standards and techniques are adhered to. The Officer is
also responsible for the development of software, web and multimedia
applications that facilitate the achievement of business outcomes and improve
business efficiencies and processes through leveraging technology.

 

Key Duties and Responsibilities:  

·       
Prepare
specialized code as required by user requirement specification to enable
application development;

·       
Contribute
technical expertise to requirements analysis to enhance the quality of solution
design (ensure the solution is fit for purpose and fit for use);

·       
Undertake
post release activities to develop a base of knowledge being incorporated in
future build and release cycles;

·       
Provide
second level application support and problem resolution to minimize the impact
of application related service outages;

·       
Develop
programming standards and techniques and provide advice and guidance for their
use to ensure compliance with standards;

·       
Design
and execute acceptance tests to improve the quality of the applications;

·       
Respond
to audit reports and implement agreed recommendations within specified
timeframes;

·       
Develop
risk matrix and put in place risk mitigation measures in the application
development processes at UNRA;

·       
Participate
in planning, budgeting and reporting in line with departmental guide lines and
targets.

 

Qualifications, Skills and Experience:

·       
The
applicant for the Uganda National Roads Authority (UNRA) ICT Officer Applications
& Databases Development job must hold an Honors degree in Computer Science,
Software Engineering, Information Communication Technology or any other
relevant courses from a recognized University;

·       
Developed
and deployed enterprise application for a Government entity with at least 2000
records (Please provide a url for access)

·       
Has
working knowledge in development of API’s in Python or Java, .Net Core API or
Node.js.  Should provide access to at
least one API’s with their detailed documentation for testing

·       
Working
Knowledge of Database design, programming and administration

·       
Has a
three year working knowledge of development using Visual Studio or Java IDE’s
with UI development experience using JavaScript, Angular, Bootstrap

·       
High
level of integrity;

·       
Proven
track record of outstanding performance;

·       
Analytical
and problem-solving techniques.

·       
Excellent
interpersonal, particularly staff/management relations;

·       
Ability
to work and produce accurate results in an environment with multiple and
challenging tasks;

·       
Excellent
oral and written communication skills
