About US:

The mission of the
Infectious Diseases Institute (IDI) is to “Strengthen Health Systems in Africa
with strong emphasis on Infectious Diseases through Research and Capacity
Development”. IDI has six operational areas through which it works to achieve
its mission: Prevention, Care and Treatment, Training, Research, Laboratory
services (including the CAP-certified IDI Core Lab & Translational Lab),
Global Health Security and Health System Strengthening Programmes.

With funding from  Centres for Disease Control and Prevention
(CDC)/PEPFAR, and in partnership with MoH and respective District Local
Governments, IDI is implementing comprehensive HIV/AIDS services in the West
Nile region of Uganda under the project “Accelerating and Sustaining HIV
Epidemic Control and Related Diseases in West-Nile Region of Uganda under the
President’s Emergency Plan for AIDS Relief (PEPFAR), 2020-2025”. The project
supports the 12 districts of; Arua, Maracha, Madi-Okollo, Terego, Koboko,
Yumbe, Moyo, Obongi, Adjumani, Pakwach, Nebbi and Zombo.

 

Job Summary:  The Assistant Facilities Engineer will be working
together with the Facilities Engineer, he/she will establish and maintain
standards of excellence for facilities maintenance and modification of
facilities under IDI support.

 

Key Duties and
Responsibilities:  

·       
Carry
out routine inspection of (Plant, Machinery and Equipment) IDI buildings/offices
to assess repair requirements

·       
Actively
monitor and ensure that all scheduled maintenance, service and repair of office
equipment, building installations and plants is carried out on time

·       
Support
and ensure site offices are fully functional to support the operations of the
project.

·       
Address
maintenance issues in supported health facilities.

·       
Prepare
terms of reference, scope of work required, Bills of quantity and cost
estimates for maintenance and repair works or services

·       
Ensure
works are completed to the set standards and with the standard quality of
materials

·       
Prepare
monthly preventive maintenance schedule, ensure records are maintained for all
works done and prepare progress report for maintenance work done for review by
Facilities Engineer; advise the supervisor of the equipment and maintenance
supply

·       
Reconcile
utilities bills for IDI facilities

·       
Carry
out pre and post repair/maintenance inspection/verification of maintenance
works.

·       
Participate
in engaging and supervising of contractors – ensuring they work to the expected
standard, within the time and cost limits.

·       
Work
closely with sourced property masters to coordinate repair and maintenance
requirements and assesses works done.

·       
Provide
technical work guidance to contractors and / or property agent technicians

·       
Work
with Landlords to carry out renovations, maintenance and repair works at rented
premises.

·       
Equipment
maintenance support for generators, fire extinguishers and air conditioners.

·       
Receive
and assess maintenance reports and repair needs from rented office buildings
and supported health facilities, maintenance issues from staff as well as
providing estimates and work supervision to set standards.

Participate
in planning, budgeting and reporting in line with departmental guidelines and
targets.

 

Qualifications, Skills and
Experience:

·       
The
applicant must hold a Diploma in either Civil, Electrical Engineering or in
Building Management

·       
Knowledge
and Experience in design using Computer Aided Soft-wa re (CAD will be an added
Advantage)

·       
Experience
of at least three years with a variety of building infrastructural systems and
equipment, maintenance and repair

·       
Experience
in managing/supervising contractors

·       
Good
organization

·       
Excellent
Communication skills- both verbal and written including ability to negotiate
with potential contractors/ service providers

·       
High
level of integrity

·       
Excellent
interpersonal skills particularly staff/management relations

·       
Knowledge
of maintenance trade procedures, equipment, tools and supplies commonly used to
support the installations, maintenance and repair buildings, tools and
equipment.

·       
Knowledge
of safety procedures and terminology

·       
Skills
in assessing condition and standards of building, tools, equipment and
completed works

·       
Skills
in letting, managing and troubleshooting with contractors and maintenance
service contracts

·       
Knowledge
of occupational hazards and standard health and safety practices

·       
Knowledge
of principles and practices of general building construction and renovation
