About US:

The Government of
Uganda (GoU) has received a loan from the International Fund for Agricultural
Development (IFAD) towards financing a ten-year National Oil Palm Project
(NOPP). The project is being implemented by the Ministry of Agriculture Animal
Industry and Fisheries (MAAIF) as the Lead Project Agency, in partnership with
other agencies, private sector and farmer Organisations.

 

Job Summary:  The Hub Engineering Assistant will assist the
Project Engineer in the planning and implementation of infrastructure
activities in the hub.

 

Key Duties and Responsibilities: 

  • Carry out field surveys and data collection for purposes of
    preparing plans and designs for civil works projects such as roads, ferry
    landing sites, buildings, etc.
  • Prepare drawings for civil works related projects.
  • Work with the Surveyor to map farm and access roads.
  • Carry out routine inspection of ongoing infrastructure
    construction/maintenance works undertaken by contractors.
  • Participate in preparation of a hub road maintenance plan.
  • Implement road maintenance activities as per the hub road
    maintenance plan.
  • Work with the Hub Community Development Officer to sensitize
    farmers, select/form road committees, road forepersons and headmen.
  • Participate in training road committees, road forepersons and
    headmen on maintenance of access and farm roads.
  • Work with farmers and local governments to plan for farm
    infrastructure in the hub.
  • Review contractor’s interim payment certificates and recommend to
    the Project Engineer for certification.
  • Keep contract management records.
  • Prepare work plans, budget estimates, and progress reports for
    infrastructure activities.
  • Undertake other duties and responsibilities related to the project
    as directed by the Hub Manager.

 

Qualifications, Skills and Experience: 

  • The applicant must hold a Higher Diploma in civil engineering from a
    recognised university.
  • A minimum of four years of working experience in construction and
    maintenance of roads and buildings.
  • Experience in contract administration and management of civil works
    projects.
  • Experience in preparation of bills of quantities for roads and
    building works.
  • Possess knowledge and experience in use of AutoCAD and GIS computer
    software.
  • Possess knowledge and experience in labour based road works.
  • Be a Ugandan citizen with a National Identification card
  • Have general knowledge of project and business management with
    emphasis on work planning, budgeting and reporting;
  • Be computer literate and well versed in the use of word, excel and
    internet;
  • Be self-motivated and have the ability to take initiative and work
    with minimal supervision to meet deadlines;
  • Be fluent in English – written and oral and demonstrate excellent
    report writing skills;
  • Possess advanced advocacy, communication and negotiation skills and
    ability to work as a team member;
  • Be conversant with rural development strategies and gender equity;
  • Have a working knowledge of GOU policies, operations and reforms;
