Job Summary: The role of the Coordinator Planning,
Monitoring, Evaluation & Reporting will be to provide technical leadership,
oversight and strategic direction in the implementation of systems for
planning, monitoring, evaluating and reporting of the URCS strategy. The Coordinator Planning, Monitoring,
Evaluation & Reporting will also provide technical leadership to develop
project framework, plans and indicators to capture performance results and
provide effective, accurate and timely monitoring, evaluation and reporting of
all project activities. He/ She will supervise and manage the M&E team to
design and implement project M&E activities, ensuring that lessons learned
are integrated into project implementation to continuously improve quality of
interventions and outcomes. He/ She will also be responsible for documenting
and disseminating project successes and challenges to URCS.
Key Duties and Responsibilities:
- Provide overall leadership to the organization in the development of
planning, monitoring and evaluation systems and processes for programs and
projects in line with URCS M&E requirements, Donor requirements, and
the URCS Strategic plan; - Oversee the development and implementation of the Performance
Monitoring Plan (PMP) to capture project performance and results,
including routine service delivery data reporting, baseline and end line
assessments, and all monitoring for process and outcome evaluations - Develop, review information and knowledge systems; and manage shared
content with both internal and external stakeholders in line with open
information policy and other organizational policies and procedures - Monitor and enforce URCS department, staff, branches and partners
compliance to URCS M&E Standards and donor requirements; - Lead and provide technical assistance in documentation and reporting
in all programs, projects and selected case stories and models and
integration of lessons learnt into future programming, project planning
and fundraising; - Build the capacity of staff and partners in development and
implementation of Planning, M&E systems in line with the URCS strategy
and policies; - Manage development, performance and motivation of staff in the PMER
Unit line with URCS Human Resources policy; - Develop, lead the implementation, monitoring of and reporting on the
performance of URCS-Corporate systems and strategy of knowledge management
in line with URCS’ knowledge management priorities; - Lead the consolidation of strategic and periodic plans as well as
corporate organization reports in line with planning and reporting
processes; - Coordinate implementation of M&E tools, including training and
support for relevant project staff and volunteers on M&E tools, data
collection and analysis, basic surveying and sampling techniques and
support data analysis and usage; - Create and maintain a robust data and analytics program that
provides timely and relevant data to stakeholders across the organization
to promote learning, improve grant processing time, and systemize internal
communications; - Ensure all grants have updated work-plan and performance management
plan (PMPs) in tandem with the grants requirements; - Take the lead in monitoring timely local grants closure – engaging
both finance and program staff well in advance of closure deadlines and
advising on issues related to staffing, disposition and reporting.
Qualifications, Skills and Experience:
- The applicant must hold a Master’s Degree preferably in Statistics,
Economics, Demography, Project Planning and Management, Health Information
Science or a related field that has a bias in planning, data
management/analysis from a reputable institution; - Bachelors’ Degree in Statistics, Economics, Demography, Project Planning and Management, Health
Information Science or a related field that has a bias in planning, data management/analysis from a
reputable institution from a reputable institution; - At least five years of relevant experience in Planning, M&E or
in implementation of humanitarian and development projects from a
reputable international funding institutions, international and national humanitarian organizations; - Participatory approaches and methodologies
