About US:

The Women’s
Situation Room (WSR) is a neutral, non-partisan mechanism that mobilizes women
and youth to promote peaceful and democratic electoral processes. The WSR also
promotes the enhanced participation of women in peace building in line with the
United Nations Security Council Resolution 1325.

 

Founded by The Angie
Brooks International Centre in Liberia, the WSR was first implemented in 2011
during the presidential elections in Liberia. It has, since then, been
replicated in Uganda in 2016 and in other African countries including Senegal,
Sierra Leone, Kenya, Nigeria and Ghana. It has been acknowledged as an
effective mechanism for promoting peaceful elections by the United Nations Security
Council and by the African Union, which requested that the WSR be implemented
in all African elections.

 

The WSR involves all
electoral stakeholders in consultative engagements to ensure peace before,
during and after elections. It includes a physical Situation Room where women
are involved in advocacy for peace; political and legal analysis of the
situation; and interventions that may include mediation to avert conflict.

 

The overall
objective of the WSR Uganda 2021 is to promote the full and active
participation of women and youth in ensuring peaceful elections and to
contribute to the strengthening and refinement of the WSR mechanism for
ensuring peace in African elections. The Women’s Situation Room Uganda will be
hosted by Uganda Women’s Network (UWONET); with the Women’s International Peace
Centre serving as the WSR Secretariat.

 

Key Duties and Responsibilities: Under the supervision of the WSR Technical
Advisor, the Communications Manager will perform the following functions:

·        
Supports
the development and implementation of communications strategies and plans for
the WSR, including:

·        
Elaboration
of a Communications Strategy in accordance with the WSR project plan

·        
Management
of the development and dissemination of messages for both online and offline
communication, for peace advocacy, through multi-media platforms of print,
electronic, creative design and social media

·        
Ensuring
the appropriate visibility of the WSR and compliance with WSR guidelines of
non-partisanship and fair and professional presentation

·        
Coordination
of the production of WSR communications materials

·        
Identification
of appropriate channels for dissemination of all information to relevant target
audiences

·        
Leadership
and supervision of the Communications Team including one National Communications
Officer and three (3) Regional Communications Officers in the implementation of
the Communications Strategy

·        
Guidance
on communications initiatives and support activities of the Eminent Women and
Steering Committee.

·        
Manages
the WSR Media and Press relations, including:

·        
Ensuring
a non- partisan portrayal of the WSR activities in the media

·        
Elaboration
and implementation of media strategies in line with WSR procedures on
positioning and partnership of the WSR with the media

·        
Organisation
of press conferences and media and press interviews related to the WSR

·        
Drafting
of Press Releases

·        
Production
of media kits

·        
Timely
and clear response to media inquiries

·        
Establishment
and maintenance of contacts with local media

·        
Management,
in close consultation with the WSR Technical Advisor, of coverage of events,
campaigns and WSR activities in the media.

 

Qualifications, Skills and Experience: 

·        
The
applicant must hold a Bachelor’s or Masters’ degree in Communications,
Information Management, and Journalism or relevant field

·        
Knowledge
and understanding of Gender, Peace and Conflict Resolution, Mediation and
Reconciliation is an added advantage.

·        
At least
6 years of progressively responsible work experience in communications,
advocacy, research and information

·        
Excellent
writing and editing skills across a range of communications formats and
platforms

·        
Experience
in the use of computers applications and software packages (MS Word, Excel,
etc.) as well as web-based management systemsExperience in the use of social
media and digital communications

·        
Experience
in graphic design, photography and photo editing and/or web design is an asset.

·        
Languages:
Fluency in English is required
