About US:

The Insurance
Regulatory Authority of Uganda (IRA) was established under section 14 of the
Insurance Statute 1996 now The Insurance Act, (Chap213) Laws of Uganda, 2000
(Insurance Act) which came into effect on 4th April 1996 and commenced
operations in April 1997. The establishment of the Insurance Regulatory
Authority of Uganda was a consequence of Government’s adoption of the
liberalization and privatization policies which ended its role of directly
engaging in the provision of goods and services and taking on the role of
supervisor or regulator.

Job Summary:  The Manager Regulation & Drafting will
mainly provide effective statutory, legal and legislative expertise to IRA so
that legislations are in place in accordance to the Insurance Act and other
pertinent laws.

Key Duties and Responsibilities:  

·       
Provide
regulatory, legislative and legal advice.

·       
Review,
research and draft pertinent legal documents in accordance with statutory
requirements.

·       
Provide
legislative drafting services.

·       
Participate
in monitoring and reviewing legislation.

·       
Provide
report on legislation affecting operations of IRA as and when the need arises.

·       
Participate
in preparing Board papers for board meetings.

·       
Provide
support to the Supervision department on inspection matters.

·       
In
liaison with the Manager Complaints & Litigation, review and provide advice
on inquiries, litigation and general public queries.

·       
Participate
in implementing Board decisions that are legally related.

·       
Carry
out any other duties as may be assigned from time to time.

Laws.

Qualifications, Skills and Experience:

·       
The
applicant for the Insurance Regulatory Authority of Uganda (IRA) Manager
Regulation & Drafting job placement must hold a Bachelors (Honors) degree
in Law.

·       
At least
a Master’s Degree in Law

·       
Diploma
in Legal Practice

·       
Must be
an enrolled Advocate 

·       
Professional
qualification in Insurance, ICSA or any other equivalent professional
qualification.

·       
Six
years of general experience in general legal practice with competences and 3
years hands on experience in Legislative drafting.

·       
Knowledge
of Legal Drafting.

·       
Personal
presentation

·       
Leadership

·       
Analytical
skills

·       
Communication
skills
