About US:

The Insurance
Regulatory Authority of Uganda (IRA) was established under section 14 of the
Insurance Statute 1996 now The Insurance Act, (Chap213) Laws of Uganda, 2000
(Insurance Act) which came into effect on 4th April 1996 and commenced
operations in April 1997. The establishment of the Insurance Regulatory
Authority of Uganda was a consequence of Government’s adoption of the
liberalization and privatization policies which ended its role of directly
engaging in the provision of goods and services and taking on the role of
supervisor or regulator.

 

Job Summary:  The Director Legal /Secretary to the Authority
will handle Board Affairs, provide legal and compliance support in running the
Authority to ensure that it achieves its mandate in an effective and efficient
manner.

 

Key Duties and Responsibilities:  

Secretary to the
Authority Duties

·       
Prepare
Board and committee meetings, take minutes of the proceedings and follow-up on
action points.

·       
Ensure
that Board papers are prepared and distributed in good time for meetings and
keep records of all the activities of the Authority and its committees.

·       
Coordinate
the documentation and record keeping of Board documents.

·       
Provide
legal counsel to the Board as and when required and coordinate legal matters by
liaising with the pertinent external bodies and the CEO.

·       
Give
legal advice to, and represent, the Authority in courts of law.

·       
Carry
out any other duties as may be assigned from time to time.

Head of Department
Duties

·       
Develop
and oversee the systems IRA complies with all applicable codes as well as its
legal and statutory requirements.

·       
Monitor
enactments of laws and regulations and assess their impact on the operations of
the Authority.

·       
Ensure
the establishment of a mechanism by which public complaints can be received and
oversee the attendance to and handling of complaints from the public.

·       
In
liaison with the Supervision department, ensure that all insurance players
comply with the statutory requirements.

·       
Oversee
the analysing of proposals and other policy documents.

·       
Carry
out any other duties as may be assigned from time to time.

executed and registered legal documentation.

with all statutory obligations.

of company seal, legal documents and land titles.

representation of IRA.

Effective
litigation.

Work plan and Calendar in place

Competent

Timely
submission of departmental appraisal forms

 

Qualifications, Skills and Experience:

·       
The
applicant for the Insurance Regulatory Authority of Uganda (IRA) Director Legal
/Secretary to the Authority job placement must hold a Bachelor’s (Honors) of
Law

·       
At least
a Master’s Degree in Law

·       
Diploma
in Legal Practice

·       
A valid
Practicing Certificate.

·       
Professional
qualifications in ICSA (Institute of Chartered Secretaries &
Administrators), or its equivalents.

·       
Professional
qualification in Insurance will be an added advantage.

·       
A
minimum of nine years of managerial experience of which 6 are at Managerial
level and Board affair Management.

·
