Project Background: 

The Social and
Behavioral Change Activity (SBCA) is a five-year program implemented through a
cooperative agreement between the United States Agency for International
Development (USAID/Uganda) and Johns Hopkins Center for Communication Programs
(CCP). The vision of USAID’s Social and Behavioral Change Activity is a Uganda
where individuals and communities are not just healthy, but resilient,
supported by strong adaptable systems and institutions to lead productive
lives. The SBC Activity supports the Government of Uganda (GoU) and US
government (USG) implementing partners to design and implement Social and
behavioral Change (SBC) communication initiatives that   contribute towards reduction in Maternal and
Child mortality, Malaria prevalence, Total Fertility rate, new HIV infections,
TB prevalence and improved Nutrition out comes, resilience and improved SBC
systems and expertise. 

Job Summary:   SBCA
seeks a versatile Digital Specialist to support the strategic identification,
development and implementation of digital health initiatives for the project.
S/he will provide leadership and technical assistance for the strategic
integration of information and communication technology. The Digital Strategy
Specialist will be based in SBCA’s Kampala office, and will work closely with
the STA-SBC. S/he should be well connected to digital organizations and trends
in Uganda. The Digital Specialist should be innovative and able to help SBCA
staff and external stakeholders on communication and collaboration platforms by
proactively sharing knowledge of digital interventions. The Digital Specialist
will work with the STA-SBC and other SBCA staff to inform the digital aspect of
new and exciting SBC interventions. The successful candidate will assist in
creating user experiences and design interfaces for new and existing sites as
well as other interactive mediums. The Digital Specialist will work with team
members to both implement and suggest/test new ways to use web technologies to
strengthen SBC interventions while enforcing and maintaining web and branding
standards. The Digital Specialist must be able to manage and meet assigned
project and task schedules. S/he will maintain and/or redesign web pages to
include look and feel, and content to include reviewing and editing website
content, and will sometimes liaise with external vendors for new functionality.
The Digital Specialist will also support writing, editing, and research
activities. Additional duties include providing technical
support/troubleshooting user issues, drafting and editing web reports, and
developing creative visual content to communicate key results. Other general
support may be required as needed.

This position role
reports to the SBCA Senior Technical Advisor SBC and involves 20% in country
travel.

Key Duties and Responsibilities:  

·       
Work
with the STA-SBC and other SBCA staff to develop and lead implementation of a
digital plan for the SBCA. As part of the digital plan support the Ministry of
Health (MoH)- Health Promotion, Education and Communication Division to setup
new, revamp existing and maintain digital platforms.

·       
Develop
and implement a digital capacity strengthening plan for SBCA staff, IPs, MOH,
CSOs and other project stakeholders.

·       
Work
with other project staff to identify and address technical assistance needs for
USG IPs implementing SBC approaches using digital platforms including e-health
interventions.

·       
Lead the
implementation and monitoring of SBC interventions on various digital
platforms.

·       
Develop
and maintain relationships with social media influencers, media houses and
other digital platforms outside those owned by MoH and SBCA with a view to
ensure maximum reach and saturation of SBC interventions.

·       
Participate
in the conceptualisation and development of various SBC interventions to ensure
that appropriate products and content are developed for digital platforms.

·       
Work
with the monitoring evaluation and research unit to identify and address
M&E and research related needs to ensure effective implementation of the
digital plan. 

·       
Lead the
project in identifying and creating opportunities for engaging various
stakeholders using digital platforms.

·       
Lead the
documentation of lessons and success stories from implementation of designed
SBC approaches on digital platforms.

·       
Keep up
to date with national and international guidelines and requirements about
digital communication and ensure that these are adhered to when developing and
implementing SBC approaches on digital platforms.

·       
Perform
any other duties as assigned by the supervisor.

Qualifications and Experience:

·       
Bachelor’s
degree in either communication, design, ICT or another relevant field is
required.

·       
Three
years’ experience in web design, editing, writing, and content management using
various software programs preferred.

·       
Experience
managing and administrating customer-facing web content management systems
(CMS).

·       
Ability
to convey technical information to non-technical stakeholders.

·       
Previous
experience of working for SBC/SBCC or health communication programs is an added
advantage. 

·       
Uganda
national.

·       
Oral and
written fluency in English.

Knowledge, Skills, and Abilities:

·       
Experience
with WordPress, Adobe Creative Suite/Cloud

·       
Ability
to produce digital content quickly and accurately

·       
Experience
with Google Analytics and search engine optimization

·       
Experience
in database management

·       
Knowledge
of social and behaviour change communication

·       
Strong
organizational skills to balance competing priorities

·       
Ability
to work independently to efficiently meet deadlines 

·       
Strong
interpersonal and teamwork skills

·       
Oral and
written communication skills to deal effectively with mid and high-level
partner contacts, GOU, and the local communities.
